Key Responsibilities include:

<li>Lead the strategic planning and delivery of projects on highways and transport assets.</li>
<li>Develop and implement policies that enable the assets to be managed, support sustainable transport, manage road safety, and ensure network resilience.</li>
<li>Manage multi-disciplinary teams</li>
<li>Collaborate with internal departments, elected members, and external stakeholders including contractors, developers, and government agencies.</li>
<li>Ensure compliance with statutory obligations and national standards.</li>
<li>Monitor performance, budgets, and risks across the highways portfolio.</li>
<li>Champion innovation and continuous improvement in service delivery.</li>

As a Senior Estates Surveyor, you will be responsible for delivering high-quality professional estate management services across a diverse range of property assets. This includes:

<li>Proactively managing lease events (renewals, rent reviews, break options)</li>
<li>Negotiating with tenants, landlords, and third-party stakeholders</li>
<li>Manage two large investment estates, to include the management of the service charge, and enhancement of returns.</li>
<li>Providing strategic property advice to support wider organisational objectives.</li>
</ul>
You’ll work closely with colleagues across departments and will be instrumental in delivering value for money, driving efficiencies, and identifying opportunities for asset improvement.
About You…
We’re looking for a confident and knowledgeable property professional who can hit the ground running. To be successful in the role you will have:

<li>Proven experience in estate management and general practice surveying</li>
<li>Proven experience in the implementation and ongoing management of service charge estates</li>
<li>Strong negotiation and stakeholder management skills</li>

This role is key to the success and sustainability of locally commissioned provider services. To be successful as the Compliance Officer your duties will include:

<li>Providing regular updates to providers via newsletter, email and telephone contact on various topics including training, infection control etc.</li>
<li>Acting as a link to national, regional and local forums connected to provider care provision including Skills for Care</li>
<li>Working with the Compliance Lead to co-ordinate the assurance visits, undertake pre-assurance visit research and collate data to prepare for potential key lines of enquiry</li>
<li>Undertaking aspects of the assurance visits in line with Rutland’s Assurance Framework and to record, analyse and report findings from these visits to produce SMART action plans which support an approach of continuous improvement</li>
<li>Involvement in implementing projects with providers, informed by national, regional and local priorities and to co-produce, co-design with providers wherever possible</li>
</ul>
