We are looking for an experienced Environmental Health Officer to work in the Housing Standards Team to promote good quality housing with high standards of housing management in the private rented sector. With the implementation of new legislation, we are keen to engage with, and build strong working relationships with private landlords, letting and managing agents, and tenants to ensure standards are maintained and improved.
The post holder will be expected to deliver a high standard of regulation within the full remit of the housing standards team and act as a lead officer responsible for ensuring the Council’s statutory duties are fulfilled, including enforcement of the HHSRS and Landlord Licensing. They will be expected to manage a busy caseload and take decisions on prioritisation of work and determination of risk/harm. Making decisions on appropriate regulatory action is a key part of the role, including service of legal notices, issuing civil penalties, taking statements, producing reports and maintaining up to date and accurate case file/files for legal proceedings as and when required.

We expect you to be able carry out reception duties when required and adhere to a cleaning regime in order to maintain a clean and tidy Spa and treatment area. The post holder is required to have relevant qualifications including a NVQ Level 3 or equivalent in Beauty.
The Spa Facility includes three treatment rooms, two nail bars, spray tanning and a thermal suite offering the UK’s first water mill sauna, a herbal sauna, salt inhalation steam and aromatherapy steam rooms

Supported Housing Improvement Programme (SHIP) Service Support Officer

The SHIP Co-ordinator will be responsible for leading on and delivering the Supported Housing Improvement Project (SHIP) across Lancaster and Preston over the next two years. The Co-ordinator will lead a multi-disciplinary team (MDT), including staff from housing standards, housing options, adult social care, fire and rescue service and housing benefits. The co-ordinator will have line management responsibility of the 2 x administrators and provide direction and guidance to other MDT members in relation to the project. The Co-ordinator will manage the delivery of SHIP to provide a joined-up approach to improving quality and standards within the non-commissioned supported housing sector. In particular, the short term or transitional market, where clients are provided with accommodation on a short-term basis, usually up to a maximum of two years. There is often a high turnover of clients within this market. The project will provide a range of skills and expertise from different services, that will help facilitate positive changes in the provision and management of supported housing across Lancaster and Preston.
Applicants should have experience of commissioning or management of supported housing, managing projects, producing reports and presenting to a range of audiences.
A full current UK driving licence is essential, as the post holder will be required to visit supported housing schemes in Lancaster and Preston and travel to council offices.
As a result, you will be required to sign up to the authorised external DVLA driving licence validation organisation that we use to manage and monitor our employees driving licence data. Reasonable adjustments can be made for those who are unable to drive due to a disability.

<li>City in Guilds Award in Agriculture tractor driving and related operations especially experience in side arm flail operations or relevant experience.</li>

The role involves working as part of a wider team to provide high quality environmental maintenance services including maintaining council sports pitches / School sports fields and beaches, side arm safety sway cutting and hedge cutting on the district’s highways.
You will also be responsible for carrying out HGV Hiab work when required.
The role includes litter management, clearing of fly tipping, chewing gum removal, graffiti removal, leaf clearance, cleaning up of spillages, amenity grass cutting, hard landscaping, dyke management, washing of street furniture, playground installation, weed growth, and cultivating of the districts bedding areas.
You must possess good communication skills, have the ability to learn quickly and undertake a range of duties with minimum of supervision.
The nature of the position means that inevitably you will be required to work in all weather conditions. Personal Protective Equipment will be provided. &nbsp;
This is a permanent post, working 37 hours per week on a shift rota basis, to include evenings, weekends and bank holidays in line with business need, including undertaking standby duties to cover out of hours work.

The Role
We are currently wanting to expand our Repairs and Maintenance Team. The post holder must have an NVQ level 3 or equivalent certificate in Plastering. The Repairs and Maintenance Department has the responsibility for carrying out responsive and planned maintenance works, and void management works to Lancaster City Council’s housing and non-housing stock. In order to improve service levels, meet performance targets and increase the working base, the section is recruiting a Plasterer/Tiler.
A full current driving licence is also essential. The post holder will be required to work a transient role around the district, as they will have to travel between locations and travel within the Council’s designated area. As a result, you will be required to sign up to the authorised external DVLA driving licence validation organisation that we use to manage and monitor our employees’ driving licence data.
The successful candidate will be subject to a basic clearance with the Disclosure &amp; Barring Service.
This post is permanent, based at White Lund Depot.

Working 37 hours per week, we are looking for a strategic thinker who is hardworking, enthusiastic and highly motivated and will embrace working with high performing team members.&nbsp; &nbsp;Immediate priorities for the postholder will be to assist in the refresh of the housing evidence to support our new Local Plan.&nbsp; The council has already appointed consultants to prepare a district wide housing needs assessment to comprehensively review housing needs including market, affordable and specialist housing needs for Lancaster district’s diverse communities.&nbsp; &nbsp;We intend to commission a new Affordable Housing Viability Study which the postholder will take the lead on to maximise opportunities to secure affordable housing. &nbsp;&nbsp;Next year, we will be preparing a new Homes Strategy for Lancaster which will be underpinned by our newly prepared housing studies and will link to policies being prepared for the new Local Plan.&nbsp;
We are looking for a professional who can produce clear and comprehensive written work including key policy documents such as Development Plan Documents, Supplementary Planning Documents and Planning Advice Notes and writing reports.&nbsp;&nbsp; We are looking for a confident speaker with great presentation skills and work alongside other team members at stakeholder engagement and public consultation events as well as presenting complex information in a clear and concise way to a wide range of audiences.&nbsp;&nbsp;
Developing and maintaining working relationships with other professionals within the Planning and Climate Change service, other council services and external bodies is a pre-requisite in this role, and will include providing support to colleagues in the Development Management team so that planning applications are determined in a timely way with robust information provided on meeting local housing need and by supporting our colleagues in housing teams to realise the council’s housing and regeneration priorities for Lancaster district.&nbsp;
About You
You must have a degree or postgraduate qualification in town planning that is recognised by the Royal Town Planning Institute and have Royal Town Planning Institute (RTPI) Chartered Membership, or demonstrable equivalent experience to be eligible to securing Chartered Membership status.&nbsp; Alternatively, for post-holders with a housing qualification; Chartered Membership of the Chartered Institute of Housing (MCIH) or demonstrable equivalent experience to be eligible to securing Chartered Membership status. &nbsp;
You will already have at least two years’ of post-qualification experience in planning or housing, ideally within a planning policy or strategic housing environment and you will need to evidence a track record of working within a legislative/regulatory context and have a demonstrable understanding of assessing and meeting local housing needs.&nbsp;&nbsp; You must also hold a full UK driving licence.&nbsp;

HGV &amp; Municipal Vehicle Technician Salthill Depot - Clitheroe
Reference: COM930 Pay: Scale 5 (scp 16-19) £29,572 to £31,067 per annum Hours: 37 hours per week
This post assists the Senior HGV and Municipal Vehicle Technician in ensuring that the Council’s vehicle fleet is maintained to a high standard. The maintenance is undertaken in the Council’s vehicle workshop on the Salthill Industrial Estate, Clitheroe.
In order to fully undertake the role of the HGV and Municipal Vehicle Technician you will have a minimum of 2 years of post-qualification experience. &nbsp;An LGV category C driving licence is an essential requirement, as is a National Craft Certificate in HGV maintenance (or equivalent). &nbsp;A FLT driving licence would also be advantageous.
Whilst the working week is 37 hours from Monday to Friday, it is applied with the flexibility to ensure that vehicles are available for use as necessitated by the service.
