We are seeking an experienced Licensing Team Manager to lead a key area of our Property Licensing Service. You will manage staff, oversee operational delivery, and ensure regulatory requirements are applied consistently across the borough. Working closely with the Senior Management Team, you will help shape service priorities, improve systems and deliver a high-quality, customer-focused service that makes a real difference to residents' lives in Hackney.
The ideal candidate will be a qualified Environmental Health Officer with significant experience in property licensing and team management, although candidates with equivalent professional qualifications and relevant experience will also be considered. They will have a comprehensive knowledge of relevant legislation and regulatory frameworks, and excellent communication skills, enabling them to engage effectively with residents, colleagues, councillors, and external stakeholders. Experience of enforcement actions, tribunal processes, appeals, and using Metastreet software would be desirable.

We have an exciting opportunity for 5x Technical Licensing Officers to join our Property Licensing Team. This is a career-graded role offering development and progression, giving you to make a real difference in improving the lives of residents across Hackney.
Reporting to the Principal Licensing Officer, you will support the delivery of Hackney’s property licensing schemes through accurate casework, technical assessment and high-quality customer service. You will work closely with residents, landlords, agents and internal teams to ensure properties are properly licensed and compliant with legislation.
Progression from Sc6 to SO1 will be based on demonstrated competence, technical capability, experience and consistent performance at SO1 level.&nbsp;
About you
The ideal candidate will have strong attention to detail, excellent organisational skills and the ability to manage casework accurately. You will demonstrate empathy and professionalism when dealing with residents and landlords, recognising the impact that poor housing can have on tenants’ health and wellbeing. Strong communication skills are essential, as you will be required to explain licensing requirements clearly in both written and verbal formats, while remaining impartial and evidence-based.&nbsp;

It is based within York Way Depot, in King’s Cross, London and sits within the Environment and Sustainability Directorate under Supporting Communities. The service is responsible for a wide range of transport related services including the provision of accessible buses for children and adults, taxi bookings, fleet maintenance, an MOT service, driver training, fuel provision and manages a range of concessionary travel schemes. What You’ll Be Doing / How You’ll Be Involved The Engineering Team is responsible for the management of the Council’s fleet of vehicles (circa 330), ensuring compliance is maintained through planned vehicle inspections and scheduled maintenance tasks. The team also incorporates the workshop and MOT Centre and is responsible for health and safety compliance within the wider depot, in consultation with Corporate Property and Health and Safety.&nbsp; The Engineering Manager is a key member of the service management team within CATS and plays a lead role in ensuring compliance for staff members, vehicles, the depot and equipment maintenance. This role also leads on decarbonisation of all vehicles as well as improving the service, ensuring that our service delivery and outputs are of the highest standards. This is a senior, influential role responsible for leading complex employee relations&nbsp;activities,&nbsp;providing&nbsp;expert advice to Headteachers, Senior Leadership Teams (SLT) and line managers, and embedding consistent, legally compliant ER practice. You will play a key role in shaping a positive employee culture while supporting organisational change and transformation.&nbsp;
Key Responsibilities&nbsp;

<li>Act as the Trust’s subject matter expert for employee relations,&nbsp;providing&nbsp;authoritative advice on complex and high-risk cases&nbsp;</li>
<li>Lead and manage complex ER casework across the Trust, ensuring consistency,&nbsp;fairness&nbsp;and compliance with employment law&nbsp;</li>
<li>Line manage and develop the Senior HR Adviser, ensuring delivery of a high-quality ER advisory service&nbsp;</li>
<li>Advise Headteachers and SLT on capability, disciplinary matters, grievances, change management,&nbsp;restructures&nbsp;and equality-related issues&nbsp;</li>
<li>Lead statutory consultation processes, including restructures,&nbsp;redundancies&nbsp;and TUPE transfers&nbsp;</li>
<li>Support preparation for potential Employment Tribunal claims and&nbsp;maintain&nbsp;high standards&nbsp;of ER documentation&nbsp;</li>
<li>Build and&nbsp;maintain&nbsp;effective relationships with recognised Trade Unions, supporting JCC meetings and collective consultation&nbsp;</li>
<li>Lead proactive conflict resolution and early intervention approaches, including mediation&nbsp;</li>
<li>Analyse ER data and trends (disciplinary, grievance, sickness absence) and provide insights and recommendations to senior leaders&nbsp;</li>
<li>Oversee sickness absence management processes, occupational health referrals, phased returns and formal review cycles&nbsp;</li>
