Hackney’s Housing Department is changing. We are looking for an experienced, enthusiastic and dynamic Social Work Lead to be based within our new Tenancy Sustainment &amp; Community Cohesion Service and to work across Housing and Adult Social Care via a matrix management arrangement.
A recent service review highlighted the need to improve our ways of working with residents who have a range of health and social care needs and where those needs are jeopardising the sustainability of their tenancy.
We have strengthened the existing Tenancy Sustainment function to include additional specialist staff, and we see the Social Work lead as a crucial member of the new team.
Alongside the wider Tenancy Services team, you will undertake a dual role:

<li>To support the design, delivery and continuous improvement of the Tenancy Service, acting as an important bridge between Housing and social care and using your strong interpersonal skills to build knowledge, collaboration and seamless joint working across the system</li>
<li>To provide assessment and direct case management of a caseload of Hackney Council tenants, providing short to medium term crisis intervention and tenancy sustainment support to reduce risks and promote resilience and recovery</li>
</ul>
In this critical new role, you will have an opportunity to set the direction of change as we modernise into a truly resident-centric service, with accountability, fairness and respect at the heart of everything we do.
You will be comfortable working alongside Housing and Social Care staff and supporting them to build their skills and knowledge to better meet the needs of more vulnerable residents. You will be involved in a range of service development projects as well as undertaking casework. This may include delivering training, developing new policies and procedures and other caseworking tools to improve how we support more vulnerable residents to live well and thrive. Key areas of work will be around supporting residents who:
<ul>
<li>Are experiencing antisocial behaviour or domestic violence and abuse as either a perpetrator or a victim / survivor</li>
<li>Are experiencing a range of physical and mental health challenges that are affecting their ability to sustain their tenancies and wellbeing, including those lacking mental capacity to make decisions about their housing, people unable to return home from hospital due to their living conditions etc</li>
<li>Are currently hoarding or experiencing poor living conditions connected to their health and social care needs</li>
</ul>
You will hold a UK state registered degree in Social Work, DipSW or CQSW and be registered with Social Work England for a minimum of 3 years. You will demonstrate an excellent knowledge of the Care Act, Mental Health Act and Mental Capacity Act / DOLs and be able to demonstrate a strong knowledge of safeguarding as it pertains to both children and adults. You will also have a good working knowledge of the social housing sector and legislation including housing supply and demand issue

PO1 - Requires experience in environmental noise and nuisance investigations, including enforcement, as well as consulting on Licensing applications.
PO2 - Requires experience in environmental noise and nuisance investigations and consulting on Planning, Licensing, and Prior Consent s.61 applications. An IOA Certificate of Competence in Environmental Noise Measurement is desirable.
Senior Environmental Protection Officer&nbsp;(PO3 &amp; PO4)
PO3 - Requires significant experience in environmental noise and nuisance investigations and enforcement. Must have the IOA Diploma in Acoustics and Noise Control.

PO4 - Requires extensive experience and knowledge in environmental noise and nuisance investigations and enforcement. Must have an accredited academic qualification (e.g., MSc, BSc (Hons), or Diploma) in Environmental Health approved by the Environmental Health Registration Board, or an MSc in Environmental and Architectural Acoustics or equivalent, is essential.

The Post
This role is an exciting opportunity to join the Commissioning and Resources team as a Children’s Commissioning Lead. The Occupational Therapist Assistant will join Hackney’s new Reablement Team, currently based within the Integrated Discharge Service. This team supports residents who have been discharged from hospital and can benefit from reablement, working alongside them as they are discharged from hospital. The aim of the team is to support residents regain their independence and confidence by providing practical support with their care needs, whether they are living in their own homes or staying in the new Reablement Assessment Flats.
You’ll be part of a collaborative service that works closely with families, carers and partner agencies to make sure residents feel supported every step of the way.
As an Occupational Therapist Assistant you will support Hackney residents to live more independently by carrying out strengths-based assessments, equipment reviews and follow-up visits under the guidance of a qualified OT. You’ll recommend and arrange specialist equipment, minor home adaptations and mobility support such as Blue Badges or Tech Enabled Living, ensuring all interventions are safe, effective and meet legislative requirements.
Working closely with residents, carers and a range of professionals, you will promote wellbeing, identify risks, and provide clear advice or signposting to other services.
The role includes accurate record-keeping on the council’s IT systems, preparing clear reports, and managing your caseload with good time management and professional standards.
Holding an accredited Trusted Assessor qualification and experience of carrying out occupational therapy assessments and recommending practical solutions that promote independence will be an advantage but not essential. As well as being confident in applying the Care Act and related legislation, you may have a strong working knowledge of specialist equipment, home adaptations, Tech Enabled Living and assistive technology.
You can make sound clinical decisions, manage your own caseload and record work clearly on case management systems.
Skilled in communicating complex information with residents, carers and professionals, you build positive relationships across a wide range of organisations. A commitment to strength-based, person-centred practice, continuous professional development and high professional standards is essential.
An enhanced DBS is required.

With comprehensive support and training, you'll be well-equipped to succeed and contribute to ensuring every child receives the support they need.Your responsibilities will include:<ul><li>Lead complex casework: Take responsibility for the most complex appeals and mediations, ensuring robust preparation and representation at SEND Tribunals and Dispute Resolution Meetings.</li><li>Represent the Local Authority: You will represent the Local Authority at the Special Educational Needs and Disability First Tier Tribunal for complex cases</li><li>Drive resolution: Use advanced negotiation and influencing skills to achieve early resolution wherever possible, balancing legal requirements with the needs of families and young people.</li><li>Line management and support: Line-manage and support Tribunal Officers, offering guidance on cases, quality assurance, and professional development</li><li>Shape service delivery: Contribute to policy development, process improvements, and training initiatives to strengthen the effectiveness and consistency of the team</li></ul><ul><li>Collaborate strategically: Build strong relationships with families, professionals, and multi-disciplinary agencies.</li></ul> <h4>About you</h4>Essential<ul><li>Significant knowledge of SEND law and procedures, including Children and Families Act 2014, SEN Code of Practice 2014, Equality Act 2010</li><li>Previous experience managing complex systems and processes within SEND</li><li>Strong negotiation and influencing skills</li><li>Excellent communication skills, with the ability to provide specialist advice empathetically and adapt communication for different audiences</li><li>Highly organised, able to work independently and manage conflicting demands, including ability to plan and organise work across weeks and months, considering wider service impact.</li><li>Proven ability to build and maintain relationships with a wide range of stakeholders.</li><li>Experience liaising with multi-disciplinary agencies, parents, and carers.</li><li>Understanding of the SEND Service’s political environment.</li><li>Experience of advocacy and representing at Tribunals or similar.</li></ul>Desirable<ul><li>Line management experience</li></ul>We welcome applications from candidates who currently reside in the UK with established proof of right to work documentation.
