We are seeking a proactive and detail – orientated Licensing officer to join our successful and established Licensing Team. You will play a key role in ensuring that licensed premises and activities operate lawfully, safely and in a way that supports our communities and local economy.
The successful candidate will need to demonstrate their experience and knowledge in the field of licensing enforcement and show their commitments to the key values of this organisation. We are looking for a driven and outstanding individual who can work part of a busy front-line team and work with internal and external partners to achieve outstanding results. &nbsp;
The role involves administering and enforcing a range of Licensing functions under the Licensing Act 2003 and other relevant legislation, working closely with residents, businesses, responsible authorities, and elected members.

Wirral Councils Law and Corporate Services directorate is committed to delivering robust and effective democratic processes. The Corporate Office supports elected Members, senior officers, and the wider community by ensuring decision-making is transparent, efficient, and compliant with legislation.
The Role
As Senior Democratic Services Officer, you will support the Principal Democratic Services Officer in all aspects of committee and democratic functions. You will provide administrative support for Council and Committee meetings, decision-making processes, and appeals, while contributing to the modernisation and improvement of democratic services.
This role requires excellent organisational skills, attention to detail, and the ability to advise on governance, legislation, and constitutional matters.
Key Responsibilities
<ul>
<li>Compile, draft, and publish agendas for Council and Committee meetings</li>
<li>Attend meetings, take accurate minutes, and publish decisions</li>
<li>Manage and maintain Committee work programmes, arranging meetings and briefings as required</li>
<li>Advise Members, officers, and external stakeholders on Council policy, procedures, legislation, and governance</li>
<li>Provide clerking support for statutory independent panels (admission and exclusion appeals)</li>
<li>Support scrutiny projects and contribute to service improvement initiatives</li>
<li>Assist with consultations, strengthening relationships with stakeholders and residents</li>
<li>Provide project management support to the Electoral Services Team for elections and referenda</li>
<li>Maintain accurate records and ensure compliance with statutory requirements and best practice</li>
</ul>
Candidate Requirements
<ul>
<li>English Language to A-Level standard (or equivalent) and GCSE Mathematics (A¿C grade or equivalent)</li>
<li>Knowledge of local government law, procedures, and committee democratic processes</li>
<li>Experience of local authority committee administration, minute drafting, and report writing</li>
<li>Strong communication skills, both oral and written, with sensitivity to political issues</li>
<li>Excellent organisational and time management skills, able to prioritise workloads and meet strict deadlines</li>
<li>Experience of working with Councillors, senior officers, and external stakeholders</li>
<li>Ability to analyse complex issues and provide clear conclusions</li>
<li>Competent IT skills, including Microsoft Office; experience with Modern.gov desirable</li>
<li>Willingness to attend evening meetings and work flexibly, including weekends</li>

London Assembly and secretariat
The London Assembly scrutinises the Mayor's activities by questioning the Mayor about their decisions. The Assembly also investigates issues of importance to London.
There are 25 Assembly Members, elected every four years at the same time as the Mayor. The Secretariat works for the Assembly to support its activities. The&nbsp;Communications Team support service to promote the work of the Assembly through press office, social media, publicity and events.
About the team
The GLA is looking to recruit a Senior Committee Officer to provide support to key London Assembly meetings - principally Police and Crime Committee meetings – as well as other meetings.
You will play a key role in local democracy, dealing with senior politicians and GLA stakeholders in a fast-paced environment where no two days are the same. You will often read about work you’ve led on in the media on your way home.
About the role
The role requires management of high volume and high complexity meetings at the London Assembly, so requires a candidate who can work at pace and be able to directly advise elected members, senior officers and stakeholders with confidence and autonomy.
What your day will look like
Your typical day will include:

<li>Liaising with the Assembly Members, the Met Police and the Mayor’s Office for Policing and Crime to manage meetings of the Assembly Police and Crime Committee and answer queries</li>
<li>Advising on governance and procedural queries</li>
<li>Updating governance documents</li>
<li>Providing support to formal Assembly meetings</li>
</ul>
Skills, knowledge and experience
To be considered for the role you must meet the following essential criteria:
Proven track record of success in managing formal committee meetings involving the decision-making processes in a high-profile and/or political organisation.
Evidence of ability to interpret and apply relevant legislation.
Awareness of current affairs.
This is a politically restricted role under the Local Government and Housing Act 1989.
