We are seeking a qualified Solicitor, Barrister or Legal Executive with knowledge and experience in planning and highways.&nbsp; You will provide customer focused, high quality and responsive specialist legal advice and assistance, with your primary focus being in these areas.&nbsp;&nbsp;A high level of professional judgement and political awareness is required as you will be required to represent the council publicly in a variety of venues.

We are a small team who work closely together to make sure that we are providing the best support to the council’s officers and members.&nbsp; As one of our lawyers you will be supported to develop your skills and competencies in a learning environment which values creativity, teamwork and innovation. Sometimes the work is challenging however there is also time for finding creative solutions and every day is different.
<h3>Key responsibilities…</h3>
<ul>
<li>To undertake legal work involving planning and highways matters including as necessary negotiation and drafting in connection with planning (s106) agreements and unilateral undertakings and highways (s38/278) agreements and associated agreements to include enforcement of these agreements.</li>
<li>To have good working knowledge of the National Planning Policy Framework; local plans; neighbourhood plans and consultations, listed building, conservation area, affordable housing and Suitable Alternative Natural Greenspace (SANG) land.</li>
<li>To be able to direct officers in the preparation of policies and strategic planning matters.</li>
<li>To undertake planning appeals, judicial reviews and strategy work.</li>
<li>To understand, draft and advise on Biodiversity Net Gain.</li>
<li>To attend and advise at planning committees and other meetings of the council as required (Planning Committee in person on average four times a year); and to provide such legal advice and support to those meetings as may be required.</li>
<li>To approve reports for, to attend and to give legal and procedural advice at Corporate Management Team, Cabinet and other groups as may be required in accordance with the law and the council’s constitution.</li>
<li>To personally have conduct of an extensive case load relevant to your area of work and as required by service demand.</li>
<li>To provide specialist legal advice to elected members, Chief Officers, senior managers and officers as part of a team of lawyers.</li>
<li>To tailor the presentations and format of legal advice to suit the level and understanding of the instructing council officer.</li>
<li>To attend courts, tribunals or other forums as required in relation to the post-holder’s case load in order to represent the council’s interests at the same.</li>
<li>Be adept at working independently as well as collaborating with other legal specialists when required.</li>
<li>Instruct Cabinet when required.</li>
<li>To be responsible for representing the interests of the service at a corporate level.</li>
<li>You will be expected to develop and maintain effective working relationships with other service areas within the council and with outside organisations where appropriate.</li>
<li>To give advice on policy making and procedural developments through analysing the legal framework and familiarisation with operational matters.</li>
<li>To assist the management team with conduct of complex cases where requested to do so.</li>
<li>To provide comprehensive practical and solution focused legal advice and support on planning compliance.</li>
<li>Liaise with service clients and other services affected by a matter in hand and coordinate, where necessary, any required input from other services. Advise on the best means of legally achieving the client’s objectives.</li>
<li>Maintain personal case load information and case progress data including time recording in computerised form as instructed.</li>
<li>Ensure that work is completed within set timescales or to client requirements and where applicable in accordance with time limits imposed by statute, courts and the Planning Inspectorate.</li>
<li>To contribute to the provision of an effective and efficient value for money legal service.</li>
<li>Undertake all the duties within the framework of equal opportunities.</li>
<li>Demonstrating commitment to the values and required behaviours of the council as assessed at annual appraisal meetings.</li>
<li>Any other duties as maybe commensurate with the grade.</li>

About The Role
This is an exciting opportunity to join our Homelessness, Independence and Preventative Service which adopts a preventative approach across the housing, health and social care agendas.&nbsp; You will be a frontline professional delivering a first class, modern and flexible service to some of the most vulnerable people in the Borough.
About The Team You’ll Be Working In
This is an exciting and busy role that is at the centre of the Councils response to homelessness. The service is developing and progressing our agenda to reduce the use of temporary accommodation and achieve more upstream prevention outcomes.

<li>You will contribute to the effective delivery of the integrated preventative service across housing, health and social care, providing a proactive, accessible, efficient and effective front-line service; promote access to preventative services, working proactively to ensure services are accessed in a timely way.</li>
<li>You will work as part of a team and being a conduit for the Council and Health partners. You are responsible for assessing the complex needs of vulnerable residents. Connecting them with support which will help them to avoid crisis, allowing them to continue to live independently and reducing demand on statutory services.</li>
<li>You work proactively to prevent and resolve crisis and prevent the loss of accommodation while preventing the escalation of health care needs.</li>
<li>You work collaboratively to facilitate discharges from health care settings, enable access to lower-level preventative services and prevent repeat and avoidable admissions to acute health care services.</li>
<li>You adopt a casework-based approach to complete detailed holistic assessments of housing, health and social care needs, providing practical interventions and support.</li>
<li>You Maintain an ongoing knowledge and understanding of relevant legislation and the Council’s statutory duties in relation to housing, health and care needs, ensuring advice given is accurate at all times and provide tailored solutions to meet identified needs.</li>

About You
You have extensive knowledge and experience of the Housing Act 1996 (as amended) and the Homelessness Reduction Act 2017, working with vulnerable people, and experience of leading multi-disciplinary housing teams and work involving complex needs and diverse client groups and an expert knowledge of homelessness and associated legislation.
It will be necessary for you to have extensive knowledge of the Care Act 2014 and it is desirable to have knowledge of the Mental Health Act 1983 to apply for this role.

<li>You have experience of multi-disciplinary working involving complex and diverse client groups and an understanding of complex legislative frameworks including homelessness, social care, mental health, immigration and welfare benefits.</li>
<li>You are a great communicator to engage effectively with a broad range of people to influence, negotiate and persuade and you quickly build trusting relationships with complex individuals to develop a comprehensive understanding of issues faced by vulnerable people.</li>
<li>You act with integrity, take personal responsibility and handle stress effectively while maintaining high levels of motivation and enthusiasm to achieve successful corporate preventative outcomes, using proactive and creative solutions.</li>
<li>You work independently, proactively and flexibly, being an expert problem solver demonstrating excellent analytical skills, to seek out and implement bespoke solutions to complex issues and make decisions confidently.</li>
<li>You are a high performing individual who works collaboratively with others, adapting to meet a range of changing needs while achieving targets and service objectives and make the team the very best it can be.</li>
<li>You are confident to visit residents in their homes and other health care settings, and work from different locations in the Borough alongside other professionals. You are able to have challenging conversations with other professionals while maintaining a customer focus to achieve successful outcomes across housing, health and social care.</li>

We have an exceptional Housing Solutions team that has achieved many positive outcomes for applicants. This role will support us to continue to deliver a high-quality homelessness service.
You will have the opportunity to contribute to the implementation and performance of the Council’s Homelessness and Rough Sleeping Strategy and assist in the review of procedures and policies within the team.
About you
You will be joining a supportive, friendly team and will reporting directly to the Housing Solutions Manager. We are looking for a capable and ambitious individual to join our team who can provide excellent customer service to support us to continue delivering first class housing solutions services. We are looking for exceptional candidates with a range of skills including:

<li>Excellent working knowledge of the Housing Act 1996 (as amended)</li>
<li>Experience of carrying out detailed assessments</li>
<li>Good quality communication, both verbal and written</li>
<li>A team player</li>
<li>Encourages strategic thinking</li>
<li>Able to work well under pressure</li>
