As Head of Revenues, Benefits and Tackling Inequality, you will lead the strategic and operational delivery of Council Tax, Business Rates, corporate debt collection, and welfare benefits— which collectively serves and affects every resident and business in the borough -ensuring both efficiency and a high-quality experience for residents. You’ll champion the design and implementation of Haringey’s new Tackling Inequality model, working collaboratively across council services, external partners, and the voluntary sector. A key part of your role will be owning and driving the Council’s Ethical Debt Collection Strategy, developing innovative approaches to prevent and manage resident debt corporately, improve payment accessibility, and ensure timely access to welfare support and advice. You’ll set ambitious performance targets and lead cultural and operational transformation to deliver measurable improvements and savings. Advising elected Members and enacting policy priorities will be central to your remit. You’ll also oversee the collection of over £340 million in income and the administration of £250 million in welfare benefits annually, while leading a team of approximately 140 staff.

You’ll be joining a leadership team who are passionate about high quality services for residents and will report directly to the Delivery Director for Tackling Inequality. In this pivotal leadership role, you will oversee and manage approximately 140 staff members, with three roles reporting directly to you. You’ll maintain strong working relationships with senior leaders across the council and key external stakeholders, ensuring alignment, collaboration, and shared accountability for service outcomes.

The postholder will carry out inspections of domestic and commercial properties to ensure our Council Tax and Business Rates records are accurate, income is maximised and discounts,&nbsp;reliefs and exemptions are awarded in accordance with legislation and Council policy.
You will be monitoring new build properties, issuing completion notices and making requests to the Valuation Office Agency for properties to be brought into the Valuation and Rating Lists.
A committed team player who can work on their own initiative, you will also demonstrate accuracy and attention to detail and have excellent customer care skills.
Experience of using NEC and Information at Work software is desirable, however if you have experience of other software we will provide you with full training and support.

A driving licence and access to a vehicle is also required.

Alongside your role in the Revenues and Benefits team you will be working to complete the Level 4 Revenues and Welfare Benefits Practitioner Apprenticeship qualification through the Institute of Revenues, Rating and Valuation (IRRV). The apprenticeship will take approximately 18 months to complete through a blended approach combining virtual training days, online webinars, work shadowing and workplace mentoring.

Job DescriptionSenior Debt Court OfficerGrade ESalary: £39,027 - £44,463 per annum12 Months Fixed Term Contract37 Hours per WeekSituated on the River Thames, Thurrock is an ambitious unitary with vision and opportunities for its residents and businesses.Thurrock’s Debt Management Team is a highly recognised services having been nominated twice for the IRRV (Institute of Revenues Rating and Valuation) Most Improved Team of the Year Award and was in the finalists in 2012 and achieved a Bronze Award in 2013.The team are currently looking for an experienced Senior Debt Court Officer to join this dynamic team.
