London Borough of Hackney is looking for talented, ambitious and customer focused individuals to join our busy Parking Appeals and Debt Recovery Team. Parking penalties and subsequent debt recovery action are often contentious issues, which require a sensitive approach in order to balance competing traffic management demands with the individual circumstances of our customers.
Our Debt Recovery and Appeals Team deals with more than 1300 appeals per year, which include appeals to the Environment and Traffic Adjudicators (London Tribunals), the Traffic Enforcement Centre witness statements and debt recovery court hearings. Many of these appeals and hearings have to be considered and defended in front of the Independent Adjudicators and in some cases Court Judges. We are proud to say that, over the last three years our service achieved the highest performance amongst all London local authorities, with 80% of all cases going in the Council’s favour at the Independent Adjudicators Tribunal. Our Appeals and Debt Recovery officers are experts in their field, and they are looking for more people to join us and share our success.

As the Appeals and Debt Recovery Officer, you will be expected to consider and make decisions against appeals lodged at the Independent Adjudication Service and in many cases the County Court. You will be required to investigate parking related formal appeals and compile comprehensive evidence packs for hearings at both London Tribunals and Courts. You will be tasked with ensuring that clear and compelling evidence is put forward to demonstrate the high quality of our parking schemes, and maintain our status of the best performing authority in the capital.
You will need to demonstrate a real appreciation of the complexities involved in many of these cases. You will work to help motorists close cases at earliest opportunity, whilst also recognising and identifying vulnerable customers and supporting them wherever possible. Finally, you will be responsible for aspects of the management of the council’s contracts with external enforcement providers, such as Enforcement Agents.
You will need to show high standards of customer service at all times, and will also undergo extensive training which will be delivered by our experts, who will equip you with the necessary knowledge, and subsequently a Level 3 NVQ accreditation for the role.

We are currently recruiting for a Financial Assessment Officer to determine service user contributions for community and residential care services and personal budgets and identify potential welfare benefit entitlement. They will undertake enforcement action&nbsp; to maximise collection rates and in so doing manage difficult situations including hard to reach debtors and debtors who are experiencing hardship.&nbsp;The successful candidate will be expected to;<ul><li>Carry out enforcement duties in relation to revenue debts (including council tax, business rates, business improvement district and housing benefit overpayments)&nbsp; in accordance with Ministry of Justice enforcement regulations regarding taking control of goods and any other relevant legislation.</li><li>Undertake the full range of enforcement duties, calling on debtors at their address to obtain payment, execute enforcement notices, seize goods, organise the removal of goods, liaise with removal and storage companies and auction houses and where necessary make enquiries to trace the whereabouts of absconders and serve warrants.</li><li>Make on the spot decisions about proceeding with enforcement and any other action posed by the individual circumstances eg volatile customers, vulnerable customers, illegal activity etc</li><li>Manage the risk associated with enforcement work to ensure personal safety including assessing the risk at each stage of the enforcement process when calling on individual debtors.</li><li>Where vulnerability is identified liaise with safeguarding (Adults and Children) to improve the debtors position.</li></ul>About you As a certificated Enforcement Agent you will have experience in levying distress or similar. Experience of dealing with debtors enquiries in an Enforcement Agent collection environment or similar and of discussing debt repayment solutions with customers. Billing and collection of Council Tax has never been more important here at Woking and we have an exciting opportunity for an enthusiastic professional to join our Council Tax Team as a Revenue Officer on a permanent basis.
The Revenue Officer will be part of a team responsible for the billing, collection and recovery of Council Tax and Business Rates. You will be customer focused, empathetic but assertive and confident in communicating both verbally and in writing, in order to deliver successful outcomes for customers and for the Council.
The Team currently work on a rota basis which involves a combination of home and office working.
Reporting to the Revenues Team Leader, the Revenues Officer will support the Customer Service team by providing advice and support for Council Tax and Business Rates queries. The role will also help to maintain our records so that we can issue bills promptly and accurately. This will include:
· Setting up new accounts and closing old accounts
· Granting exemptions and discounts
· Taking payments
· Answering both written and verbal enquiries
· Assisting in activities relating to the billing and collection of Council Tax and Business Rates
The successful applicant will be flexible, adaptable and possess the ability to learn complex legislation. Previous experience of working within a Revenues/Customer Service environment is desirable although not essential, as full training is provided. You will be working from the office primarily to ensure you are supported into the role, until you have the skills and confidence to work independently.
