This position is available as a secondment opportunity until August 2026. Candidates that do not have relevant enforcement experience, but demonstrate that they potentially have the skills required to be able to do this job with training, will be considered on a ‘potential to recruit ‘basis. This role starts on L7 salary band (£36,363 - £39,152) and increases to M1 (£39,152-£41,771) on the successful completion of on the job training.

Luton Council is seeking a dynamic and proactive Recycling & Re-use Lead to take a key role in shaping and delivering our recycling and waste reduction services.
Working closely with the Strategic Support Manager and supporting the Head of Waste Prevention and Commercial Operations, you will lead on the development, implementation and monitoring of innovative recycling and re-use initiatives that meet the requirements of the waste hierarchy and align with local and national waste strategies.
This is an exciting opportunity for a motivated professional to influence how Luton reduces waste and increases recycling, delivering real environmental benefits for our residents and communities.
Key Responsibilities
- Lead the delivery of recycling and re-use initiatives, ensuring alignment with strategic waste objectives.
- Develop, implement and monitor service plans and projects that deliver measurable improvements in recycling performance.
- Analyse and interpret complex data to identify trends, inform decision-making, and produce meaningful reports for senior management and Council committees.
- Support efficient and effective performance of waste management services, meeting targets, budgets and timescales.
- Oversee service and project delivery, ensuring compliance with Health & Safety and equality legislation.
- Consult, influence and negotiate effectively with stakeholders within and outside the Council.
- Prepare and present clear business cases, project documentation and financial reports.
- Represent the Council at meetings, events and site visits, including those outside normal business hours.

About you
We’re looking for someone with:
- Demonstrable experience in the waste sector, including service delivery and project supervision.
- Proven track record in delivering services and projects that meet performance standards and targets.
- Strong analytical skills, with the ability to interpret data and present actionable insights.
- Excellent communication, presentation and IT skills.
- Confidence in challenging, influencing and negotiating with a wide range of partners.
- Experience in financial monitoring, forecasting and cost centre management.
- A graduate or professional qualification in a relevant field, or equivalent experience.
- Knowledge of best practice in waste management, related legislation and Health & Safety requirements.
- Awareness or experience of WRAP, DEFRA or similar environmental initiatives.
You’ll be decisive, organised and able to manage your workload independently, while promoting equality, sustainability and continuous improvement in everything you do.
Additional Requirements
- Ability to attend sites and meetings within and outside the borough.
- Willingness to attend meetings outside normal business hours.
- Full driving licence and ability to travel as required.
