These two full-time, permanent positions have a starting salary of £53,713 per annum, based on a 36-hour working week.

These roles are not allocated to a contractual base, but you may work from the St Francis in Guildford, Godalming library or any of our other offices that are open during office hours. The team come together at our Woodhatch Office in Reigate once a month for a team meeting that you would need to attend.

We are excited to be hiring two Team Managers to join our fantastic Edge of Care service as we expand the support we provide as part of our wider Adolescents service.

As a Team Manager you will work to a rota where you will need to be able to provide on call support throughout our operational hours which are 5pm until 10 pm Monday to Friday and 10am until 6pm Saturday and Sunday (7 days per week). Once we have recruited to all management positions you would be required to provide this cover once every third week.

At Surrey County Council, our Edge of Care service supports young people aged 11–18 and their families at times when home life feels at breaking point. Without the right support, many of these young people may be at risk of entering care—and that’s where our team steps in to make a real difference.

We provide intensive, structured and highly personalised support, working alongside the wider professional network to help families:

  • Build resilience and confidence in their ability to cope
  • Develop problem solving skills
  • Achieve and maintain positive behaviour change
  • Strengthen relationships and reduce contextual safeguarding risks

About the role

As a Team Manager within our Edge of Care service you will play a critical role in the overall performance of the service, having the opportunity to shape practice and contribute to service development including delivering dynamic services that encourage participation from families and children.

You will build on the foundational success of the service so far and ensure the continued effective delivery of preventative, therapeutic, and practical interventions for the children and families we support.

Your core responsibilities as a Team Manager will include:

  • Leading and Motivating staff-providing supportive, reflective leadership to the team, fostering a culture of high-quality practice and performance.
  • Strengthening Families & Preventing Care Entry- by developing and delivering effective preventative plans that help children remain safely at home by reducing risks and building family resilience.
  • Championing Mediation & Reunification- acting as a lead on safe reunification planning, supporting families to rebuild relationships and ensuring children can return home wherever possible.
  • Ensuring High‑Quality Case Management-overseeing day‑to‑day operations, including case allocation and the on‑call function, ensuring safe, consistent, and accountable practice.
  • Supporting Strategic Development- working with senior leaders to shape policy, innovate practice, and enhance collaborative working across the service.
  • Building Strong Partnerships-working collaboratively with social care partners, families, and young people to promote a positive, child‑centred working culture.

Your Application

  • Proven ability to provide professional leadership, supervision, and support to practitioners, ensuring safe and effective practice.
  • Experience in managing, motivating, and developing teams in fast‑paced or challenging environments.
  • Ability to provide effective workload management and contribute positively to service performance and improvements.
  • Ability to work in a strengths‑based, therapeutic, or restorative way, applying these approaches to practice and decision‑making.
  • Strong ability to work collaboratively with a wide range of professionals, partners, and colleagues.
  • Passionate about empowering families, with the ability to remain effective and empathetic under pressure.
  • Commitment to working sensitively and developing a respectful, inclusive culture that recognises diverse experiences.
  • Ability to ensure teams are forward‑thinking, responsive, and focused on meeting the diverse needs of young people and families.
  • Educated to degree level in a relevant discipline, or able to demonstrate substantial experience in social care alongside evidence of continuous professional development.

Surrey has both urban and rural areas and you will be expected to have a valid driving licence to drive in the UK, access to a vehicle and be willing to travel across a wide geographical area. An enhanced DBS ‘Disclosure and Barring Service’ check for regulated activity (formerly known as CRB) and the Children’s and Adults’ Barred List checks will be required for this role.
