We are looking for a highly skilled and motivated System Support Officer to join our Business Intelligence team at Rutland County Council. This is a fantastic opportunity for an experienced systems professional to play a crucial role in supporting, developing, and enhancing our social care case management systems and other specialist platforms that underpin vital services across the Council.
About the Role……
As a System Support Officer, you will provide first and second-line support to users of our core case management systems (currently including Liquidlogic and Capita), helping to resolve issues, improve functionality, and maintain business continuity. You will support with system developments and upgrades, ensuring effective testing, training, and data quality, while liaising with third-party suppliers and service colleagues to deliver solutions that meet business needs.
This is a varied role where you will contribute to system development roadmaps, deliver user training, and support change management processes that ensure our systems remain fit for purpose. Working closely with colleagues in Business Intelligence, you will also help align systems architecture with wider council priorities, including statutory reporting and corporate performance monitoring.
Key responsibilities include:
- Providing first/second line helpdesk support for social care and specialist systems, investigating and resolving sometimes complex issues.
- Liaising with third-party suppliers to log, monitor, and resolve system problems, ensuring staff are updated throughout.
- Managing system developments and upgrades end-to-end using structured project management methods.
- Delivering user training, setting up new profiles and permissions, and supporting an in-house training function.
- Engaging positively with colleagues at all levels, using strong communication skills to explain system solutions clearly.
- Supporting data quality and governance, ensuring systems meet statutory reporting needs and integrate with Power BI reporting.
- Developing documentation such as workflow maps and guidance to help staff use systems effectively.
- Handling sensitive data appropriately in line with the Data Protection Act and Council policies.
About You……
We are looking for a candidate who has:
- Good knowledge of information management systems and databases.
- Experience of system support, development, and configuration, ideally in a social care setting.
- Project management skills, with the ability to deliver under pressure and to tight deadlines.
- Experience designing and delivering training for system users.
- A strong understanding of data quality and governance.
- Excellent communication and interpersonal skills, with a positive, solutions-focused attitude.
- The ability to work independently, manage competing priorities, and remain flexible to meet service needs.
A formal qualification with relevant IT content (or equivalent demonstrable experience) is essential, and project management experience or qualifications (e.g. PRINCE2) are desirable.

Salary range
- £34,434 - £36,363 per year
