We are looking for a proactive and organised individual to join our Highways team as a Strategic Highways Manager. This is a fantastic opportunity to play a key role in shaping and delivering the highways service across Rutland.

About the role…
We are seeking a dynamic and experienced Strategic Highways Manager to lead the development and delivery of our highways strategy, ensuring our transport infrastructure meets current and future needs. This is a pivotal role in shaping the long-term vision for highways and transport, driving innovation, sustainability, and efficiency across the network.
Key Responsibilities include:
- Lead the strategic planning and delivery of projects on highways and transport assets.
- Develop and implement policies that enable the assets to be managed, support sustainable transport, manage road safety, and ensure network resilience.
- Manage multi-disciplinary teams
- Collaborate with internal departments, elected members, and external stakeholders including contractors, developers, and government agencies.
- Ensure compliance with statutory obligations and national standards.
- Monitor performance, budgets, and risks across the highways portfolio.
- Champion innovation and continuous improvement in service delivery.
About you…
You will be a forward-thinking leader with a strong background in highways and transport strategy. You’ll bring:
- Proven experience in highways management, asset management, transport planning, or infrastructure delivery.
- Strong leadership and project management skills.
- Excellent stakeholder engagement and communication abilities.
- A strategic mindset with the ability to translate vision into action.
- Relevant qualifications in civil engineering, transport planning, or a related field.
Please note the successful candidate will require a full driving licence to travel around the county.
The Strategic Highways Manager interviews will be held on 02 December 2025.

Salary range
- £56,735 - £60,865 per year
