The Strategic Commissioner for Working Age Adults role:

Is a high-profile strategic role leading the commissioning, redesign and development of services for working age adults with mental health needs, learning disabilities and autism.

You will play a pivotal role in ensuring residents have access to high-quality, person-centred and cost-effective support that enables them to thrive in their communities.

Working across organisational boundaries, you will lead commissioning activity, influence system-wide change and support the delivery of innovative services that improve health and wellbeing outcomes while addressing inequalities.

As the Strategic Commissioner for Working Age Adults you will:

• Lead the development and implementation of commissioning strategies for learning disability and mental health services.
• Drive service redesign, transformation and procurement activity using evidence, intelligence and best practice.
• Work collaboratively with residents, carers, providers, NHS partners, housing, public health and the voluntary sector to shape future service delivery.
• Lead market development and engagement to ensure a diverse, sustainable and high-quality provider market.
• Oversee contracts, performance monitoring and quality assurance to improve outcomes and achieve value for money.
• Support strategic planning and transformation programmes across Adult Social Care and wider health and care partnerships.
• Develop business cases, service specifications and reports for senior leaders, partnership boards and elected members.
• Deputise for the Head of Integrated Commissioning and represent the Council at key partnership forums.

Our ideal Strategic Commissioner for Working Age Adults will have the below skills and experience:

• Significant experience of commissioning within adult social care, mental health or learning disabilities.
• Strong knowledge of commissioning, procurement and contract management.
• Excellent coproduction, stakeholder engagement and partnership-working skills.
• Experience of leading service improvement and transformation.
• Knowledge of relevant adult social care legislation including Care Act, Mental Health Act, Mental Capacity Act.
• Proven experience of leading service transformation, redesign and improvement programmes.
• Strong analytical skills with the ability to interpret complex data and translate it into effective commissioning decisions.
• Experience of performance management, quality assurance and driving improvement in commissioned services.
• Experience of working across integrated health and care systems (desirable).
• Knowledge of housing, Continuing Healthcare and Section 117 arrangements (desirable).
