Summary

Are you passionate about improving outcomes for adults and older people? Do you have the strategic insight, analytical skills and partnership-working experience to help shape high-quality, sustainable health and social care services?

Birmingham City Council is looking for a motivated and experienced Senior Commissioning Officer to join its Adult Social Care Commissioning Team.

This is an opportunity to play a key role in shaping and developing services across Birmingham, helping to ensure that adults, older people, carers and vulnerable citizens have access to appropriate, high-quality and cost-effective support that promotes independence, choice and control.

Our vision is to develop a vibrant, diverse and sustainable local health and social care market that delivers better outcomes, supports independence and improves the health and wellbeing of Birmingham's citizens.

About the Role

As Senior Commissioning Officer, you will take a lead role in commissioning, contract management, policy development and strategic planning across Birmingham, with responsibility for specific areas of work.

Working closely with colleagues across Adult Social Care, NHS partners, service providers and other stakeholders, you will help develop and deliver commissioning priorities that respond to the needs of local communities.

You will use data, research, performance information and customer insight to inform decision-making, improve service quality and ensure resources are used effectively. You will also contribute to service transformation, market development and the delivery of integrated approaches to health and social care commissioning.

Key Responsibilities

In this role, you will:

  • Lead commissioning activity: Contribute to the development and delivery of commissioning strategies, plans and intentions that improve outcomes for adults and older people.
  • Analyse data and intelligence: Interpret complex information from a range of sources to understand service demand, identify needs and inform commissioning decisions.
  • Develop the care market: Build relationships with providers and partners to understand market conditions, develop services and ensure sufficient, appropriate support is available.
  • Manage contracts and performance: Support effective contract management, quality assurance and performance monitoring to ensure services meet agreed standards and deliver value for money.
  • Drive service improvement: Contribute to service reviews, needs assessments, equality analyses and change programmes that improve the quality and effectiveness of commissioned services.
  • Promote co-production: Ensure citizens, carers, providers and other stakeholders are meaningfully involved in the design and development of services.
  • Build effective partnerships: Work collaboratively with internal teams, NHS partners, other local authorities and external organisations to deliver shared priorities.
  • Support safeguarding: Work with providers and partners to identify and address risks and safeguarding concerns affecting vulnerable citizens.
  • Manage resources: Contribute to effective budget management, business cases, options appraisals and the efficient use of resources.
  • Develop evidence-based practice: Use research, performance information and evaluation to inform policy, improve services and reduce inequalities.
  • About You

We are looking for someone with significant experience in commissioning, service development, performance management or a related area of work within a complex organisation.

You will be able to demonstrate:

  • Experience of analysing and interpreting complex data from a variety of sources.
  • A strong track record of developing collaborative relationships with citizens, service providers, colleagues and external partners.
  • Effective negotiation, influencing and stakeholder engagement skills.
  • Strategic awareness and experience of supporting the development and implementation of strategies or service changes.
  • Experience of contributing to the commissioning cycle, including commissioning intentions, service specifications, contract negotiations or service reviews.
  • The ability to develop partnerships and support market development in response to changing needs.
  • Experience of supporting change projects or programmes and contributing to service improvement.
  • An understanding of safeguarding vulnerable citizens and promoting positive outcomes.
  • Experience of involving citizens and stakeholders in co-production and consultation.
  • Knowledge of performance management frameworks and their role in improving service effectiveness.
  • An understanding of relevant legislation, equality of opportunity and the requirements of service delivery within a large and complex organisation.
  • Strong IT, research, information-gathering and data analysis skills.
  • The ability to manage competing priorities, meet deadlines and deliver results in a pressurised environment.
  • You will also be able to translate strategic priorities into practical delivery plans, communicate effectively with a wide range of audiences and maintain productive working relationships.

We are looking for someone who demonstrates a commitment to continuous learning, professional development and sharing best practice.
