Are you an experienced commercial or procurement professional looking to develop your expertise in a specialist IT category role?

This senior role plays a pivotal part in shaping and delivering high-value, complex IT procurements. We are looking for someone who can bring strength in either public sector procurement or IT commercial/contracts work, with the opportunity to further develop the other area through hands-on experience within the Council’s IT Category Team.

You’ll work at the heart of the Council’s IT Category Team, supporting future IT service provision and strategic goals.

About the role

As Senior Commercial and Procurement Officer - IT, you will be a key specialist within the IT Category Team, focusing on high‑value and high‑complexity IT procurements.

You will design, develop and deliver legally compliant, ethical and commercially sound procurement solutions in line with the Public Contract Regulations.

The role involves developing category strategies, leading supplier engagement and negotiations, managing a portfolio of procurement workstreams, and producing business cases and reports.

You will work closely with IT Services, senior stakeholders, partners and suppliers, and will deputise for the Category Manager - IT when required.


What we are looking for

You will bring a strong commercial and procurement background, with experience of managing complex procurement activity and working effectively with stakeholders, suppliers and partners.

We are particularly interested in candidates who bring either strong public sector procurement experience with an interest in developing further IT contracts knowledge, or strong IT commercial/contracts experience with a willingness to build their public sector procurement expertise.

You do not need to be the finished article across both areas, but you will need to bring credible experience in one of these specialisms and the confidence, curiosity and judgement to develop the other with support from the team.

Experience of procuring value-for-money services, managing supplier engagement, supporting negotiations and producing clear procurement documentation would be highly beneficial.

You will be MCIPS qualified, working towards MCIPS, educated to degree level, or able to demonstrate equivalent knowledge through experience.

Strong skills in market analysis, project and programme management, negotiation, influencing and stakeholder engagement are required.

You will be able to manage complex procurement projects, produce clear documentation and reports, and operate effectively at a senior level.
