Sandwell Council’s Place Division is seeking an organised Resilience Officer to join its Resilience team on a full-time, permanent basis, based from its Oldbury office. The organisation works to a hybrid working model of 3 days in the office and 2 days from home. You must also be able to commit to getting to the Sandwell Council House within an hour in case of an emergency, if successful for the role.
Are you passionate about helping communities prepare for, respond to and recover from emergencies? We're looking for a proactive and organised Resilience Officer to play a key role in strengthening the resilience of both the Council and the wider borough.
Working within Community Safety, you will help ensure the Council is prepared to respond effectively to a wide range of incidents and emergencies. You'll work closely with colleagues, elected members and partner agencies to develop, maintain and test emergency and business continuity plans, helping to safeguard essential services and support our statutory responsibilities under the Civil Contingencies Act 2004. This is a varied and rewarding role where no two days are the same, offering the opportunity to make a real difference to residents, communities and services across Sandwell.
About the role
- Support the development, implementation and maintenance of emergency planning, resilience and business continuity arrangements across the Council.
- Work with service areas to ensure robust emergency and business continuity plans are in place and regularly reviewed.
- Provide professional advice and guidance to managers on emergency preparedness, risk management and incident response.
- Assist with the delivery of business impact assessments and help identify critical service priorities.
- Organise, facilitate and evaluate exercises to test emergency and business continuity arrangements.
- Build strong relationships with internal stakeholders, emergency services, voluntary organisations, health partners and other agencies.
- Prepare reports, briefings and presentations for senior leaders and governance forums.
- Support the Council's compliance with the Civil Contingencies Act 2004 and related statutory responsibilities.
- Take part in the emergency duty rota and provide support during incidents and major emergencies, including occasional out-of-hours working.
- Deputise for the Resilience Manager at local, regional and national meetings when required.
About you
- Educated to degree level in a relevant discipline or able to demonstrate equivalent knowledge and experience gained within emergency planning, resilience, emergency services, military or a similar environment.
- Experience of working within emergency planning, resilience, business continuity, risk management, governance or a related field.
- Able to develop plans, procedures, reports and briefing papers to a high standard.
- Skilled at building positive relationships and working collaboratively with a diverse range of stakeholders and partner organisations.
- Excellent written, verbal and presentation skills, with the confidence to communicate effectively at all levels.
- Knowledge of civil contingencies legislation, emergency management principles and business continuity practices.
- Strong analytical and problem-solving skills, with the ability to assess risks and make informed decisions.
- Able to remain calm, resilient and effective when working under pressure or responding to emergency situations.
- Highly organised, able to manage competing priorities and deliver high-quality work to deadlines.
- Competent in the use of Microsoft Office and information management systems.
- Willing to participate in the emergency standby rota and work flexibly when required.
- Able to meet the operational requirements of the role, including responding within required timescales during emergency situations.
