Regeneration Programme Officer (Local Regeneration Fund / Towns Fund)

Grade 7 - £30,515 to £34,811 per annum
Full Time (37 hours per week), Fixed Term (18 months from start date)

Hastings Borough Council is delivering an ambitious programme of regeneration investment through the Local Regeneration Fund (Towns Fund). This includes the Hastings Town Centre Public Realm and Green Connections Project, the new Hastings Castle Visitor Centre, and a range of initiatives focused on heritage, culture, public spaces, connectivity, business growth and community renewal across the borough.

We are looking for a Regeneration Programme Officer to support the successful coordination, monitoring and governance of these projects, helping to ensure investment is translated into lasting benefits for residents, businesses and visitors alike.

This is a unique opportunity to join the Council at an exciting time and play a key role in delivering some of the most significant regeneration projects currently underway in Hastings. While the role will primarily support the Towns Fund programme, it will also provide opportunities to contribute to wider regeneration and economic development initiatives, offering valuable experience across a broad range of place-based investment activity.

About the Role

This is an exciting opportunity to work at the heart of one of the most significant regeneration programmes currently being delivered in Hastings.

Working closely with the Town Investment Programme and Partnerships Manager, wider programme team, project managers, consultants, contractors, funding partners and stakeholders, you will support the coordination and monitoring of a diverse portfolio of regeneration and capital projects from planning and procurement through to delivery and completion.

You will:

• Support the delivery and coordination of regeneration and capital projects
• Maintain project plans, action logs, risk registers, decision records and programme documentation.
• Assist with programme governance, including project boards and Town Deal Board meetings.
• Prepare agendas, circulate papers, take minutes and track actions.
• Support the preparation of reports, presentations and briefings for senior officers, Members, boards and funding bodies.
• Monitor project milestones, outputs, outcomes, budgets and programme performance information.
• Coordinate responses to programme enquiries and liaise with council officers, partners, consultants, contractors, businesses and community stakeholders.
• Help identify and escalate programme risks, issues and dependencies through established governance arrangements.
• Support stakeholder engagement and communications activity relating to regeneration projects and investment programmes.

About You

We're looking for someone with excellent organisational skills and the ability to manage multiple priorities while maintaining a high level of accuracy and attention to detail.

You will ideally have:

• Experience working within a project or programme environment.
• Experience supporting regeneration, economic development, local government, capital projects or other complex programmes.
• Experience preparing reports, meeting papers, briefings and correspondence.
• Experience maintaining project documentation and coordinating information from a range of sources.
• Strong communication and stakeholder management skills.
• Good analytical and administrative skills, with the ability to maintain accurate records and audit trails.
• Strong IT skills, including Microsoft 365 applications.
• An understanding of project management principles, governance and monitoring processes.

Experience within local government, capital projects or public funding programmes would be advantageous but is not essential.
