Public Health Senior officer - Smoking Cessation
Public Health Senior officer - Smoking Cessation
- Job description
The Public Health team within East Riding of Yorkshire Council is recruiting to a Public Health Senior Officer to support the Public Health Leads for Healthy lifestyles, places and communities, with a primary focus on the coordination, implementation and development of smoking cessation and tobacco control activity. This includes supporting the procurement, mobilisation, performance management and contract management of commissioned services, alongside the delivery of local and national tobacco control priorities.
The successful candidate will play a key role in supporting the delivery of the Council's smoking cessation, tobacco control and nicotine reduction programmes, including service planning, policy development, programme implementation, partnership working and keeping pace with emerging legislation, guidance and trends relating to smoking, vaping and other nicotine products.
The postholder will be responsible for maintaining an up-to-date understanding of national policy, legislation, emerging evidence and best practice relating to tobacco control, smoking cessation and nicotine use. This will include monitoring developments in tobacco and vaping legislation, emerging nicotine products and changing patterns of use across different population groups, and ensuring local policies, programmes and commissioned services respond appropriately to national guidance and emerging trends. The postholder will support the development and delivery of initiatives relating to smoking, vaping and wider nicotine-related harm reduction and prevention programmes, helping to ensure local approaches remain evidence-based, innovative and aligned with national priorities.
The successful candidate will support a range of activities aimed at reducing tobacco and nicotine-related harm, improving population health and tackling health inequalities. This will include working with partners to develop and deliver prevention initiatives, communications campaigns, policy interventions and community-based approaches that support healthier choices and smokefree environments across the East Riding.
Whilst smoking cessation and tobacco control will be the principal focus of the role, the postholder will also contribute to wider health improvement priorities across the Lifestyles, Places and Communities portfolio. This may include supporting work relating to healthy lifestyles, physical activity, obesity and healthy weight, community wellbeing, prevention, health inequalities and place-based approaches to improving population health outcomes.
Working as part of a multidisciplinary Public Health team, the successful candidate will work closely with a wide range of partners, including NHS organisations, primary care, VCSE organisations, community groups, commissioned providers and other Council services to ensure local health needs are understood and addressed.
The successful candidate will require experience of project and programme management, working to challenging deadlines and coordinating activity across multiple stakeholders. They will have an understanding of commissioning, contract management, service improvement and evaluation, together with experience of interpreting health intelligence, producing reports and contributing to business cases, funding proposals and strategic plans.
Applicants should have a strong understanding of health improvement and prevention across the life course, together with knowledge of the wider determinants of health and health inequalities. An understanding of national and local policy relating to tobacco control, smoking cessation, vaping, nicotine harm reduction and the wider Public Health agenda, including the work of the Office for Health Improvement and Disparities (OHID), will be essential.
This is an exciting opportunity to help shape and deliver the future of tobacco control and nicotine harm reduction across the East Riding, while contributing to broader prevention and health improvement priorities that support residents to live healthier, longer and more independent lives.
