This is a pivotal leadership role providing strategic and operational management across Adult Social Care Provider Services, including Support to Age Well, Support to Live and Day Opportunities. You will ensure high-quality, person-centred services for vulnerable adults, delivered in line with the Care Act 2014.
You will be accountable for service performance, regulatory compliance and the achievement of KPIs. A key part of the role is redesigning and improving operational processes, systems and practice to ensure services are efficient, sustainable and value for money, including oversight of IBCF funding and robust budget management.
You will lead provider-side negotiations on Service Level Agreements, monitor quality assurance frameworks and use performance data to identify trends and drive improvement. The role requires presenting complex information to a wide range of stakeholders and working closely with commissioning, finance and health partners.
You will develop a strong service identity, embed clear communication and engagement arrangements, and oversee workforce planning and talent development. The role also includes embedding a strengths-based practice, working in partnership with health and the third sector, deputising for the Service Manager and overseeing business continuity planning.

About you
An experienced operational leader within adult social care, with strong knowledge of statutory services, regulatory frameworks and the needs of adults with learning disabilities, autism, behaviours and older people.
You’ll have a proven track record of managing staff and developing high-performing teams. You can motivate others, manage performance and adapt workforce models in response to demand and financial pressures.
You are financially astute, with experience of budget monitoring, forecasting and contributing to business cases and service redesign. You are confident working with commissioners, finance and system partners to ensure services remain viable and outcome focused.
An excellent communicator with strong negotiation, analytical and report-writing skills. You can manage competing priorities, make sound decisions and use data to drive improvement.
You’ll have in-depth knowledge of equality legislation and are committed to embedding equality, diversity and inclusion into service delivery. You hold a management qualification equivalent to NVQ Level 4 (or equivalent experience), are committed to continuous professional development and can work flexibly, including travel as required.
