    An exciting opportunity has arisen for a Procurement Systems Manager within Procurement Services.

    The successful candidate will be joining the team at an exciting time. Procurement Services recently launched its latest Procurement Strategy 2025-2030, with a focus on supporting SMEs in the tendering process, and are at the heart of the on-going economic and social development of the city, including supporting plans for Very Light Rail ("VLR") and City Centre South developments.

    Procurement Services are also integral to the improvement of services for Adults and Children's Social Care, Public Health and Homelessness strategies.

    What is the job role?

    Reporting to the Deputy Head of Procurement, you will be part of the Procurement Services management team and will have responsibility for managing the Procurement Systems team and supporting the delivery of the Council's Procurement Strategy 2025-2030.

    The team provides advice and information on procurement matters to procurement colleagues, procurement practitioners and colleagues across the Council.

    The role includes:

    • Leading the Procurement Systems team, consisting of 4 Procurement Systems Officers - representing the team at management meetings, holding regular 1-1s, appraisals and return to work meetings and managing the workload across the team
    • The management of procurement systems and processes, including Purchase-2-Pay (Business World), procurement cards (Lloyds Bank) and procurement governance processes
    • Being the source of expertise on procurement systems and processes
    • Developing, implementing and improving electronic systems
    • Monitoring the controls and compliance of procurement processes
    • Developing and monitoring the application of legislation and procurement policies and procedures, reporting on exceptions and risk
    • Training and dissemination of best practice throughout the authority to maximise corporate procurement effectiveness
    • Supporting the Council’s governance framework through the preparation and analysis of reports for the Strategic Procurement Board and Category Panels
    • Publication of transparency information on the Council’s website

    Who are we looking for?

    We are looking for applicants who are motivated and are able to lead a flexible and dedicated team. As well as having managerial experience, you will also be able to demonstrate good working knowledge of electronic procure-to-pay systems along with an understanding of the procurement cycle.

    Knowledge of public sector tendering processes is desirable, but this is not essential as full training will be given.

    Good working knowledge of Microsoft Excel, strong IT skills and experience of collating and analysing data and creating reports are all fundamental to the role.

    Having a desire to learn, an eye for detail and the ability to communicate and influence at all levels of the organisation are key personal attributes.
