Are you a focused and enthusiastic individual who is comfortable managing large contracts and working partnership?

If so we are looking for someone like you to join our team! If we are a good fit for you, you will have the opportunity to manage our entire parking service, responsible for generating over £6m per year of income. You will also be managing the enforcement contract jointly on behalf of our partner authorities (value of £2m per year) and deliver the Council's recently adopted Parking Strategy, aimed at ensuring fairness and modal shift.

What will you be doing?

  • To provide overall management and day to day leadership of Parking Services (team of 7 people)
  • To support the Director for Regeneration, Customer and Commercial and the Executive in delivering Parking Strategy objectives (eg. increasing the number of Resident's Permit Zones)
  • To manage the On and Off-Street Parking Enforcement Contract (jointly on behalf of East Herts, Welwyn-Hatfield and Stevenage)
  • To ensure Parking Services are meeting income and expenditure requirements set out in the Medium-Term Financial Plan (through management of 23 car parks and numerous resident and business permit schemes)


About you

As an ideal candidate, you will have:

  • Experience of operational delivery and management of parking services
  • Experience of contract management and procurement
  • Extensive knowledge of legislation in relation to parking (decriminalised parking enforcement as part of the Road Traffic Act 1981), Traffic Management Act 2004, Road Traffic Regulation Act 1984, Local Authorities Traffic Orders (Procedure) Regulations 1996, Traffic Signs Regulations and General Directions 2016.
  • Experience of leading and coordinating projects through to completion
  • Ability to work successfully in a political environment
