    What You’ll Be Doing / How You’ll Be Involved

    In this role you will be the programme manager overseeing a team delivering our two current “major projects”: the Holborn Liveable Neighbourhood programme and the Better, Safer Kilburn scheme.

    The Holborn LN programme (HLN) is an ambitious £55m project that will transform the area into safe, healthy, accessible streets and climate-resilient streets, while enhancing public spaces and supporting local businesses and attractions such as the British Museum. The HLN is currently in feasibility stage and we are gearing up for a public consultation in Summer 2026.

    The Better, Safer Kilburn scheme is a £12m project to make the town centre a safer and more attractive place to visit, improve air quality, encourage walking and cycling, and create a more pleasant and welcoming town centre. Working with neighbouring Boroughs Brent and Westminster, the scheme has been approved for delivery following consultation and is gearing up to implementation phases.

    Your role will be to programme manage these hugely ambitious projects through from now until completion, and lead a team of internal officers and external stakeholders helping develop and deliver these plans. The role will be responsible for ensuring key project milestones are met, that budgets are carefully managed, multiple new and innovative funding sources are explored, that high-quality documentation is produced for a range of audiences, and that effective stakeholder/community engagement and management takes place across the schemes. Your role will be critical to delivering these transformational projects in high-profile, dynamic and diverse parts of the Borough.

    All About You
    You will have very strong experience in the development, consultation and implementation of complex, multi-faceted Healthy Streets/Liveable Neighbourhood projects and programmes, and a track record of successful delivery of such schemes on time and within financial constraints.

    You will be a highly skilled project and programme manager, able to manage multiple (and sometimes competing) projects within a programme within challenging timeframes, and demonstrate your ability to manage often large and complex budgets, and resource requirements, within that programme.

    You will have excellent experience of working in partnership with stakeholder groups (e.g. community groups), demonstrating an ability to build effective partnerships in schemes which are often challenging to deliver, and evidence of being able to respond to partners’ needs/objectives in alignment with our own.

    You will also have good experience of managing diverse teams and officers and demonstrate leadership in supporting those teams (and consultants where required) to deliver complex and challenging Healthy Streets/LN schemes.

    And you will have a very strong understanding, and experience, of linking a broad suite of Healthy Streets/LN initiatives to wider Council priorities, including the climate emergency, improving air quality, and renewal – including an ability to work in partnership with colleagues across the Council to meet these related objectives.
