    Drive Strategic Value from IT Contracts and Commercial Partnerships

    We are looking for a commercially astute and strategically minded professional to lead the IT Commercials function at Havering. This is a key leadership role responsible for ensuring that our IT contracts, procurement activities, and supplier relationships deliver maximum value, compliance, and performance.

    About the Role
    As IT Commercials Manager, you will be the lead officer for all IT contract and procurement matters, working closely with Corporate Procurement and senior stakeholders. You will oversee the development and implementation of commercial strategies, manage complex procurements, and ensure robust contract and supplier performance management.

    You will also be responsible for financial planning and control within the IT Service, supporting budget holders and ensuring that expenditure aligns with strategic priorities and delivers value for money.

    Key Responsibilities

    • Lead the IT contracts and finance function, ensuring effective procurement, contract management, and financial oversight.
    • Develop and implement procurement strategies and standards that align with legislation, council policies, and information governance requirements.
    • Manage complex procurements and act as the escalation point for significant commercial issues.
    • Monitor supplier performance using KPIs and lead interventions to address underperformance or compliance failures.
    • Provide expert advice on financial planning, forecasting, and budget management across the IT Service.
    • Build strong relationships with suppliers and partners to ensure value and innovation throughout the contract lifecycle.
    • Inspire and lead a team, promoting a culture of continuous improvement and collaboration.

    About You We’re looking for someone who brings:

    • A degree or equivalent experience in a relevant field.
    • Deep expertise in IT procurement, contract management, and supplier relationship management.
    • Strong financial acumen and experience in managing budgets and financial planning.
    • A track record of influencing policy and strategy and delivering commercial value in a complex organisation.
    • Excellent communication and stakeholder engagement skills, with the ability to operate confidently at senior levels.
