Are you an experienced technical professional driven by technology and transformations, who can turn complex service needs into secure, scalable and practical architecture that improves public services?

We are looking for an experienced Technical Architect to help shape and assure technology solutions across Lincolnshire County Council. Reporting to the Lead Solutions Architect within the Strategy, Architecture and Product function, you will work autonomously under general direction, collaborating with service areas, delivery teams and suppliers to translate business priorities into coherent technical designs. This is a specialist, non-managerial role with influence across infrastructure, data, application and cloud-platform architecture.

The role

You will engage with service areas to understand and analyse business requirements, organising, rationalising and prioritising them as you develop or review solution options. You will design technology solutions that meet those requirements while supporting scalability, reliability, security and the council's strategic objectives. Your designs will adhere to industry standards, regulatory obligations, security protocols and the council's architectural principles.

A key part of the role will be providing design assurance for third-party architectural proposals and supplier engagements commissioned by council services. You will challenge assumptions constructively, identify risks and dependencies, and ensure proposed solutions are supportable, interoperable and aligned with the wider technology landscape. You will also evaluate and document change options, considering financial, technical and business feasibility alongside strategic fit and value for money.

You will monitor and assess new and emerging technologies, services and products against genuine business needs, helping the council identify opportunities for innovation without compromising security, compliance or operational resilience. Working closely with Business Analysts, Product Owners, Strategic Business Partners, Procurement Consultants, Delivery Partners and Vendors, you will build shared understanding, guide technical decisions and support successful delivery from early discovery through to implementation.

You will champion high-quality architecture and design documentation, ensuring that decisions, options, interfaces, risks, assumptions and standards are recorded clearly and maintained throughout the solution lifecycle. Your work will provide teams and governance forums with the evidence needed to make informed, transparent and sustainable technology choices.

About you

We are looking for a confident and pragmatic architect with broad knowledge across infrastructure, data and application architecture, together with practical exposure to cloud platforms, preferably Azure. You will be able to comprehend complex technology landscapes, communicate clearly with technical and non-technical stakeholders, and work independently while knowing when to seek specialist input or escalate risk.

You will bring experience of requirements analysis, technical design, architecture assurance and options appraisal, with the judgement to balance immediate delivery needs against long-term strategy. You will be comfortable reviewing supplier proposals, influencing delivery partners and producing clear technical artefacts that enable effective governance and implementation.

This is an opportunity to influence a diverse portfolio of technology change at Lincolnshire County Council, helping service teams and design authority make well-informed decisions and ensuring that solutions are secure, resilient, scalable and fit for the future, with the core target to enable meaningful contribution to services for residents, communities and taxpayers across Lincolnshire.
