We are looking for dedicated and customer-focused Housing Management Officers to join our Housing Services team on a permanent and fixed term basis. This is an exciting opportunity to play a key role in delivering high-quality tenancy and estate management services, supporting residents, strengthening communities, and ensuring our neighbourhoods remain safe, well-maintained and thriving places to live.

About the role

As a Housing Management Officer, you will manage a designated housing patch and work directly with tenants, leaseholders and partner agencies to provide professional advice, support and enforcement where required. You will deal with a diverse range of housing management matters including tenancy sustainment, anti-social behaviour, safeguarding, estate management, and resident engagement.

Reporting to the Deliver Leader for Tenancy Management, you will:

  • Deliver a comprehensive tenancy and estate management service across a defined area.
  • Manage tenancy issues from sign-up through to tenancy sustainment and enforcement.
  • Investigate and resolve anti-social behaviour cases, working closely with residents and partner agencies.
  • Support and manage cases involving domestic abuse, vulnerability, and safeguarding concerns.
  • Carry out tenancy visits, settling-in visits, estate inspections, and neighbourhood walkabouts.
  • Lead on resident engagement activities, neighbourhood meetings, and local improvement initiatives.
  • Support tenants with housing-related advice, welfare benefits information, and access to support services.
  • Work collaboratively with colleagues, councillors, external agencies, and community groups to improve neighbourhood outcomes.
  • Prepare reports, case records, correspondence, and court documentation to a high professional standard.
  • Attend court hearings, safeguarding meetings and other multi-agency meetings where required.

Essential Requirements

You will have:

  • A good standard of academic qualification and evidence of continuing professional development.
  • At least two years' relevant experience in housing management or a related field.
  • Experience of managing complex customer issues and maintaining accurate records.
  • Strong written and verbal communication skills.
  • Knowledge of housing legislation and housing management practice.
  • Experience using IT systems and Microsoft Office applications.
  • The ability to visit residents in their homes, undertake estate inspections and attend meetings across the city.
  • The ability to work effectively both independently and as part of a team.

Please note: The Housing Directorate is currently undergoing a period of transformation. Whilst a job description has been uploaded as part of this recruitment process, the successful candidate is likely to receive an updated version upon appointment. No substantial changes to the role are anticipated; however, the job description will be updated to reflect the ongoing development of the Housing service, ensuring alignment with the future service design, strategic direction, and delivery priorities.
