    Highways Contract Monitoring Officer

    To oversee and deliver Highways and Transportation commissions that positively impact the quality of life for the people of North Northamptonshire. This role involves supporting the management, development, commissioning, and maintenance of the Council’s highways and transportation services. The position outlined in this job description plays a key role in supporting the full range of commissions managed by the highways contract team, with a focus on performance and efficient service delivery.

    The Highways team provide statutory services that all residents of North Northamptonshire use. The post will be predominantly highways based.

    The Highways contract team is responsible for providing a safe road network that operates efficiently and effectively, providing strategic direction for the future development of highways assets, public transport, active travel and all road users, being mindful of budget constraints, legislation and the sustainability agenda.

    What will you be doing?
    1. To complete monitoring and review of performance of the day to day management of the Highway Term Service Contract to ensure it is providing the service required.
    2. To support the monitoring of the Service Provider on working methods and proposals to ensure the outcomes are consistent with the contract requirements.
    3. Ensure that contractors are delivering services in line with contractual agreements, specifications, and performance standards. Monitor key performance indicators (KPIs) to ensure timely and quality delivery.
    4. Work closely with internal teams, contractors, and external stakeholders to assist with the smooth delivery of highway services and projects.
    5. General administrative assistance to Highways contract team.
    6. Ensure safety compliance in all aspects of highways maintenance, assisting with the contract team to support this.
    7. Demonstrate awareness/understanding of equal opportunities and other people’s behavioural, physical, social and welfare needs.
    8. Ensure that reasonable care is taken at all times for the health, safety and welfare of yourself and other persons, and to comply with the policies and procedures relating to health and safety within the department.
    9. Carry out any other duties which fall within the broad spirit, scope and purpose of this job description and which are commensurate with the grade of the post.
    About you

    A Levels, foundation degree, HNC/HND, CSCS site experience.

    Desirable

    Previous experience of stakeholder and relationship management in a highways environment.

    Practical experience monitoring performance against NEC3/NEC4 or similar civil engineering contracts.

    Experience of working in and/or developing a customer focused culture.

    Experience of working with Microsoft Office, including Teams

    Involvement in financial oversight or cost estimating for highways or construction projects.
