The role is:

Head of Data, Analytics and Insights

We will also be advertising a range of data and analytics roles

As Head of Data, Analytics and Insights you will provide management information, informatics and dashboarding to shape, inform and evidence a high performing Council. You’ll draw upon the best available information from external and internal sources, Using the latest approaches to benchmarking, data insights development and technology, your service will provide all aspects of Business Intelligence and beyond for the Council. You will be a key part of the engine room for change, improvement and innovation for Tower Hamlets, transforming existing services and establishing new ones to support the communities of Tower Hamlets.

Working with our leadership teams you will have strategic influence and impact, providing and coordinating the insights, systems, tools, processes and reporting and processes to understand performance and impact and execute positive change. You’ll have a great understanding of AI, Big Data platforms, automation, Power Bi and the future of Business Intelligence.

You will operate with transparent accountability and embed a consistent working culture across the organisation that provides assurance and delivers positive change.

The key attributes of a successful candidate will be

  • Strategic focus – Aligns insight with council priorities and outcomes, not just reporting.
  • Public sector and Place understanding – Aware of local authority services, constraints, and political context and the wider partnerships and information platforms.
  • Data governance & ethics – Ensures high standards in data quality, security, and responsible use.
  • Technical & analytical expertise – Strong in BI tools, data modelling, and translating data into insight.
  • Insight communication – Presents clear, actionable findings tailored to varied audiences.
  • Stakeholder influence – Builds relationships and shapes decisions across services and leadership.
  • Leadership & culture – Develops teams and promotes a data-driven mindset.
  • Change delivery – Drives adoption of BI and supports organisational transformation.
  • Pragmatic delivery – Balances ambition with practical, timely outputs in constrained environments.

You'll be a role model for the change we want to see, values driven, well versed and expert in the full suite of data and insight tools, skills and capabilities, with a good understanding of local authority culture, services, systems, and processes and how to value, motivate, inspire and develop the people working here.

You'll show superb inclusive and effective leadership and management capabilities, able to design, develop and lead your service and the people in it to act as role models for transformation, data and insights excellence and accelerate the pace and quality of change across Tower Hamlets.
