About the Opportunity

The Greater Lincolnshire Combined County Authority is operating within a fast-moving devolution landscape. We are seeking a dynamic and highly skilled Policy and Insight Manager to lead our policy development, research, and strategic insight function. This critical role ensures that decisions taken by the Mayor, the Board, its committees, and the Corporate Leadership Team are underpinned by robust, impartial, and timely evidence.

As a leader within the Strategy and Performance service, you will own and continuously develop the Greater Lincolnshire evidence base. You will be at the forefront of converting economic, social, environmental, and spatial intelligence into policy positions, corporate and statutory strategies, and investment propositions. Your work will directly secure funding, powers, and influence for Greater Lincolnshire, demonstrating the true value of devolution to our residents and businesses.

Key Responsibilities

  • Act as the Authority's principal source of policy analysis and horizon scanning, interpreting Government legislation, policy, and funding announcements.

  • Lead the development, maintenance, and publication of the Greater Lincolnshire evidence base, including owning the production of an annual State of Greater Lincolnshire assessment.

  • Translate intelligence covering the economy, labour market, transport, housing, energy, and health into actionable insights.

  • Lead the research, drafting, and negotiation of corporate and statutory strategies, policy positions, and consultation responses to Government.

  • Provide clear, concise, and politically astute written and verbal briefing to the Mayor, Board members, and the Corporate Leadership Team, frequently on contested issues.

  • Line manage, develop, and quality-assure a multi-disciplinary team of policy, research, and analytical staff.

  • Commission, procure, and contract-manage external research, consultancy, and data services within delegated budgets.

  • Lead the evidence, needs assessment, and appraisal input to business cases and funding bids to withstand external scrutiny and audit.

About You

Educated to degree level (or equivalent experience) in economics, public policy, geography, or data science, you bring senior policy and strategic analysis experience from local or central government. You possess deep knowledge of mayoral authority powers, devolution policy, and regional growth sectors. Combining strong data capabilities across tools like Excel, Power BI, R, SQL, or GIS with natural political astuteness, you excel at translating complex intelligence into actionable policy recommendations.

Location and travel
The role will be based on-site in Lincoln, with occasional travel across Greater Lincolnshire and to partner locations.
