Director of Integrated Adult Social Care

Devon County Council is seeking an exceptional leader to become our statutory Director of Adult Social Services.

Reporting to the Chief Executive and working as a key member of our Strategic Leadership Team, you will provide strategic direction across Integrated Adult Social Care operations and commissioning. You will help shape the Council’s wider vision and priorities while ensuring we fulfil our statutory responsibilities and deliver better outcomes for Devon’s residents.

This is a leadership role of significant scale, influence and complexity. You will lead more than 1,200 colleagues and oversee services with substantial financial responsibilities. Working across the Council and alongside NHS partners, housing organisations, voluntary and community organisations, and independent care providers, you will champion integration and support people to live as independently as possible.

You will lead major transformation while protecting safe, effective and legally compliant services. You will strengthen financial sustainability, organisational resilience and performance, creating the conditions in which learning, innovation and new technologies can improve services. You will ensure the voices of adults, families and communities shape our decisions and the outcomes we commission.

About You

You will be an experienced and credible adult social care leader with the strategic insight, professional judgement and personal resilience required to operate successfully at director level.

You will bring extensive knowledge of adult social care and the statutory responsibilities of a Director of Adult Social Services. Your track record will include leading complex services, delivering transformation, responding to regulatory scrutiny and achieving sustained improvement while maintaining safe, effective and financially responsible services.

A natural system leader, you will build trusted relationships with elected members, partners, communities and colleagues. You will be comfortable addressing difficult issues, making robust decisions and providing clarity through complexity and change.
