The role.

We are seeking a dedicated and experienced Development Project and Asset Manager to join our Projects and Property. The Projects and Property Team are responsible for:

  • Handling the acquisition, disposal, leasing in and leasing out of accommodation in support of the Council’s strategic aims and Capital Programme.
  • Providing a Valuation and Estate Management Service covering Landlord and Tenant and all aspects of managing the Council’s Estate.
  • Assisting with audit-related valuation services including annual Red Book asset valuations for accounting purposes.
  • Supporting the delivery of development projects.

In this role, you will:

  • Support the provision of mixed-use development management, project development, design, land acquisition, valuation and asset management.
  • Provide Red Book valuations for capital accounting purposes.
  • Propose and implement actions in relation to property assets that will result in their development, adaptation, or disposal to meet the requirements of services in line with the Strategic Asset Management Plan established corporate governance for decision making.
  • Lead on lease negotiations with external parties on behalf of the wider council and acting as tenant and landlord.
  • Provide commercial advice to colleagues.
  • Manage a portfolio of landlord and tenant caseload in relation to the council’s estate and negotiating commercial terms.

Work style.

At North Somerset Council, we offer a hybrid working environment based on four distinct work styles. Depending on the role and personal circumstances, you will fall into one of these categories. However, please note that during the induction period, it may be necessary to spend more time in the office to support your learning and development. We are flexible and open to discussions about your preferred working style, and if you wish to be in the office more frequently, this can be negotiated.

This role falls into the category of Flexible Worker which means you can expect to work in the following way:

  • 2-3 days in the office.
  • Works both from home and the office, depending on the task at hand.
  • Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.

About you.

We are looking for an individual who is passionate about delivering a high quality, professional property and land service to the council, and who possesses the following skills and experience:

Essential criteria:

  • Educated to degree level or equivalent (NQF level 6) or evidenced extensive experience in estate management, property and land development or surveying.
  • Qualified and practicing member of the Royal Institution of Chartered Surveyors.
  • Significant and wide-ranging practical experience and knowledge of property estate management and Red Book Valuations.

Desirable criteria:

  • Experience gained post qualification in either a public or private sector valuation and property related sector.
  • Relevant property related statutes and professional standards including.
