About the Role:

As the Corporate Procurement Manager, you’ll be at the heart of a unique shared service, leading procurement activity for Watford Borough Council and Three Rivers District Council, with opportunities to additionally support St Albans City & District Council. You’ll champion best practice, ensure compliance with the latest UK Procurement Regulations and deliver strategies that maximise value for our communities.

What You’ll Do:

- Lead & Inspire: Head up a high-performing procurement function, embedding statutory requirements and driving continuous improvement.
- Strategic Impact: Shape and deliver procurement strategies, oversee major tenders, and provide expert advice to senior leaders.
- Innovate: Use data and insight to identify savings, enhance purchasing power, and unlock new opportunities for collaboration.
- Champion Sustainability and Social Value: Ensure every procurement activity supports our ambition to be carbon neutral by 2030.
- Empower Others: Develop networks, share best practices, and deliver training to upskill colleagues across three councils.
- Be a Trusted Advisor: Guide commissioners, manage key contracts, and work closely with finance and legal teams to protect council interests.

What We’re Looking For:

- A proven leader in public sector procurement, with a CIPS qualification (or equivalent experience).
- Deep knowledge of procurement legislation and best practice.
- A strategic thinker who can turn complex challenges into practical solutions.
- An excellent communicator and influencer, able to engage and inspire at all levels.
- A champion for equality, diversity, and inclusion.
- A passion for innovation, sustainability, and delivering real value for local communities.
