Contract & Disposal Manager

Salary: £63,393- £73,167 per annum

Grade: H

Permanent Contract

37 Hours per Week

We are seeking an experienced Contract & Disposal Manager to provide support across a range of services with a particular focus on Waste Disposal, Environmental Enforcement and Highways Infrastructure.

You will be confident in leading on the procurement, management and monitoring of external contractors and service providers that have significant service delivery implications while ensuring continuous improvement, efficiency and maximising value for money.

Main Responsibilities include:

  • To manage and monitor the quality and financial performance of all Waste and other Environment and Highways services’ principal external contracts. This includes ensuring that all contracts are compliant with legislative and other regulatory prescriptions, including internal Constitutional, procurement and financial regulation procedures and policies.
  • To oversee and manage the development of new initiatives within existing contracts that contribute to the Council and Directorate’s Strategic Objectives.
  • To ensure that contract processes are performance led, subject to ongoing evaluation and meet the needs of the Directorate. This includes ensuring that performance data from the contracts is available to enable the Council to ensure that it is delivering value for money and can benchmark services.
  • To ensure that there is a prompt and effective response to any issues and instances of non-compliance in relation to contracts.
  • To take a lead role in the procurement processes relating to contracts for Environment and Highways Services.
  • To actively explore the potential for development of joint contractual arrangements with strategic partners and other external public or private sector organisations.

Key Skills and Experience:

  • You will need to manage and monitor complex contracts, including the ability to robustly challenge when appropriate.
  • Possess well-developed negotiation and influencing skills,
  • Possess well-developed written and verbal communication skills;
  • Have the ability to interpret, analyse and organise complex information and to use this to inform decision-making.

Essential Qualifications/Professional Registration: Full membership of a professional body within the Financial or Procurement sectors of the Chartered Institute of Waste Management (CIWM)

DBS Check: Not required for this post.
