About the team

The Integrated Passenger Transport Unit is at the heart of delivering accessible, reliable, and environmentally sustainable transport services across Hertfordshire. We support a wide range of residents, including school pupils, older adults, and those with mobility challenges—ensuring they can travel safely and confidently.

It is an exciting time for the Integrated Transport unit, as with the population growth in Hertfordshire the demand for passenger is at the forefront. The role of contract enforcement officer is an important link between the different teams within the unit, providing on the ground support and expertise.

About the role

In this dynamic role, you’ll be the eyes and ears on the ground—ensuring our transport contracts run smoothly, safely, and in line with our high standards. You’ll collaborate with a wide range of internal teams and external partners, from transport planners and customer service teams to bus and coach operators, schools, and local stakeholders.

What You’ll Be Doing:

Keep Services on Track: Carry out enforcement checks to monitor the performance of passenger transport contracts—ensuring punctuality, compliance, and quality.

Collaborate & Influence: Work closely with operators and internal teams to gather and report accurate data, recommend improvements, and help enforce penalties for non-compliance.

School Visits with Purpose: Conduct compliance checks at schools, ensuring drivers and passenger assistants meet DBS and contract standards.

Tech-Driven Monitoring: Use cutting-edge tracking software to analyse service data and help deploy resources where they’re needed most—making sure every journey counts.

About you

We are looking for someone who can bring the following skills and attributes to the role:

  • Ability to work independently, manage your own workload, and adapt to meet team and service needs.
  • Strong numeracy, communication, and IT skills.
  • A full driving licence, access to transport, with the ability to travel across the county as required
  • Confident communicator with the ability to engage effectively with:
    - Colleagues at all levels
    - Contractors
    - Members of the public
  • Strong influencing and customer service skills.
  • Experience in investigating and analysing data.
  • Working knowledge of the legal responsibilities of bus and coach operators
  • Contract management processes.
  • Experience in the Bus and Coach industry or in a public-facing role is desirable but not essential.
