About the role
We are a stock retained authority with just over 8,000 general needs homes plus leasehold, hostels and sheltered housing schemes under our management. The stock is managed by our Crawley Homes division and was rated as C2 by the Regulator of Social Housing in July 2025. We are well on our journey to transform our service and continue making improvements to fully align with the Consumer Standards and further information is set out in our Provider Improvement Strategy and Action Plan. We are looking for someone who can support us to deliver against critical compliance requirements and support our journey to achieving C1 status with the Regulator of Social Housing.
As the Compliance Manager you will lead a small team focused on all areas of compliance (gas, electrics, water, fire, lifts and asbestos). We have an excellent compliance record and are looking for you to maintain our position and provide high levels of assurance to the organisation and to tenants that they are safe in their homes. You will need to liaise with a range of partners, including principal contractors, to ensure KPIs are sustained and accurate compliance certification and data is provided. You will also need to maintain appropriate compliance policies, liaising with the Policy and Engagement team as appropriate, and provide compliance reporting through internal governance channels and to the Regulator of Social Housing. You will also need to support scoping and fieldwork for internal compliance audits with the aim of returning audits that provide assurance to the organisation.
We are looking for someone who is ideally qualified in line with the requirements set out in the Conduct and Competency Standard for social housing, but if training is needed to align with the standard the successful candidate must be willing to complete training once they have successfully passed their probationary period. You must have experience of managing compliance functions and have the required experience and knowledge to lead the landlord compliancy requirements for the council. You must have a strong customer focus, be able to champion customer service standards, engagement and scrutiny and be able to evidence these requirements through your experience. You must also have experience of directly managing staff.
Additional information
You must be able to meet the requirements of the Regulator for Social Housing Conduct and Competency Standard. You must have a relevant technical qualification and top ups as defined in the Standard. If you have a relevant technical qualification but do not have top ups you must commit to starting this training within 12 months from the start of employment.
A full and current UK driving licence will be a requirement of the role.
There will be occasional out of hours working, for example for tenant meetings, and you will be on a standby rota.
A Baseline Personnel Security Standard check is required as part of this role, and that will also entail the successful applicant undertaking a Basic Disclosure Barring Service (DBS) Check.
Crawley is a great place to work, with a thriving business district and excellent transport connections including nearby Gatwick Airport. We are based in our modern Town Hall which opened in 2023 and is located a short walk from the town centre and railway station.
Employee benefits
We offer a generous employee benefits package, with a range of discounts, benefits and wellbeing incentives to suit everyone.
At Crawley Borough Council, you will have access to a structured programme of learning from day one, designed to help you succeed in your role and grow your career.
Local government reorganisation
Local government reorganisation (LGR) is planned across Sussex, with new unitary authorities expected by 2028. While this represents a significant change for councils, most roles will continue to focus on delivering vital services to our residents and business communities. As the future structure evolves, our name may change, but our commitment to providing excellent services and supporting our employees will not. Joining us now means being part of a dedicated team during an important and evolving time for local government.
Our way of working
Our shared values and behaviours reflect the special nature of our council. We encourage all colleagues to put them into practice, whatever job they do. Take a look to see if we are the perfect match.
Safer recruitment
Crawley Borough Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all staff and volunteers to share this commitment. We want to be an inclusive and diverse employer of first choice reflecting the community we serve and particularly welcome applications from all under represented groups.
