About the Role

The Commercial Partnerships Manager will lead the development and delivery of high-value commercial opportunities across the Liverpool City Region’s transport network.

Reporting to the Head of Partnerships & Growth, you’ll be responsible for developing a new commercialisation strategy that aims to maximise opportunities from a range of assets, from Out of Home (OOH) media through to sponsorship and our exciting pipeline of major infrastructure projects – and all with our customers at the very heart of the strategy.

Awarding and managing major OOH advertising contracts, where you will oversee relationships with external agencies and delivery partners, ensuring contracts are robust, compliant, and deliver strong returns, will be a key focus, as we look to deliver critical commercial income to support our financial sustainability aims.

However, this role is not just about contract management - in addition, you’ll identify and develop new income streams linked to major infrastructure projects, ancillary customer products, and wider Combined Authority assets—bringing commercial insight and innovation to a growing portfolio. Your work will directly support the reinvestment of revenue into inclusive, accessible transport services across the city region for our residents and visitors and help to embed commerciality into our work to deliver major infrastructure projects in the future.

About the person

You’re a commercially driven professional with a hands-on approach and strong track record of delivering non-fare box revenue across transport or comparable networks. You bring expertise in Out of Home (OOH) advertising, sponsorships, and strategic partnerships—and know how to turn commercial potential into measurable income.

You’ve successfully awarded and managed high-value advertising contracts, working with national sales agencies, delivery partners, and internal teams. You understand how to protect commercial interests through robust contract negotiations, and you’re confident navigating procurement, legal frameworks, and compliance requirements.

You’re experienced in developing commercially viable asset portfolios—including digital-first propositions—and identifying new income streams linked to infrastructure projects, ancillary customer products, and wider transport initiatives. You also understand how commercial activity can support passenger growth and fare box revenue, aligning with broader transport and service delivery goals.

Collaborative and pragmatic, you build credibility across departments and with external stakeholders. You’re committed to embedding commercial thinking across the organisation, and you bring a values-led approach to everything you do—ensuring that partnerships reflect and support the communities we serve.
