What you’ll be doing:

Help keep essential Council services running when disruption strikes. As our Business Continuity Manager, you’ll be the Council’s lead specialist in business continuity and organisational resilience, shaping the arrangements that protect critical services and support recovery. Reporting to the Head of Enterprise Risk Management, you’ll provide expert advice and constructive challenge to senior leaders, service managers and governance bodies across the Council.

You’ll own and develop our corporate business continuity framework, standards and improvement programme, leading business impact analysis, continuity planning, training and realistic exercises. You’ll assess preparedness, challenge gaps in plans and critical dependencies, and ensure lessons from incidents and exercises lead to measurable improvements. Working across services and with partners and critical suppliers, you’ll provide clear assurance reports, secure corrective action and escalate material resilience risks through agreed governance routes.

You’ll bring significant experience of leading business continuity and organisational resilience in a complex, multi-service or highly regulated organisation, alongside experience of public services or another setting with significant statutory, regulatory or public-interest responsibilities. With a degree or equivalent professional knowledge gained through training or substantial practical experience, you’ll also have specialist expertise in business continuity or a related discipline. You’ll understand the Civil Contingencies Act 2004, recognised resilience standards and the links between continuity, enterprise risk, emergency planning and ICT disaster recovery.

This is a role for someone who can turn complex risks into practical priorities, communicate confidently with senior stakeholders and lead through influence. You’ll guide our network of Business Continuity Leads and Plan Owners without direct line-management responsibility, building capability and accountability across the organisation. You’ll also provide specialist advice during live disruptions and support recovery, with occasional attendance outside normal office hours for exercises, incidents or urgent continuity matters.
