Job Description
OverviewThe London Borough of Harrow is seeking a proactive Brokerage Officer to join its Adult Social Care team. This essential role focuses on sourcing and securing high-quality placements for vulnerable adults and children, ensuring every service aligns with the specific outcomes identified in individual support plans.
The successful candidate will work closely with Care Managers, service users, and families to negotiate and procure a wide range of services, including residential and nursing care, supported living, domiciliary care, and reablement. A significant part of the position involves building robust relationships with providers to understand their specialisms and ensure an ideal match for residents. Additionally, the postholder will manage price negotiations, monitor service quality, and resolve any complaints or service failures.
To excel in this role, you should possess a strong understanding of Adult Social Care, excellent communication skills, and the ability to perform under pressure. Proficiency with the Mosaic system and knowledge of contractual frameworks are highly desirable. This is a fast-paced and rewarding opportunity for a collaborative professional committed to a "residents first" approach and continuous service improvement. The role may require occasional travel and flexible working hours to meet the needs of the community.
About You
The successful candidate will have:
- GCSE passes in English and Maths or equivalent.
- Detailed knowledge of Adult Social Care services, such as residential and nursing and Children with disabilities as well as domiciliary and reablement care.
- Strong negotiation skills, with the ability to agree placements and rates with providers in line with departmental budgets.
- Excellent communication and engagement skills to liaise effectively with Care Managers, service users, families, and providers.
- The ability to identify quality service provision and match provider specialisms to individual needs.
- Experience using Mosaic or similar systems to manage placements and generate purchase orders.
- A sound knowledge of service specifications, spot contracts, and contractual requirements.
- Confidence in managing service failures and complaints, and working collaboratively to resolve quality issues.
- The ability to work under pressure, prioritise tasks, and meet tight deadlines in a fast-paced environment.
This post will require a satisfactory enhanced DBS.

- £34,206 - £35,931 per year
