The Role
We are seeking a dedicated and experienced Team Manager – Neighbourhood Traffic and Road Safety Engineering to join our Highways Commissioning Service.
The Neighbourhood Traffic and Road Safety Engineering team is responsible for delivering local traffic management schemes, road safety engineering interventions, Traffic Regulation Orders (TROs), and community-led transport improvements across North Somerset.
This is a part-time job share role (2 days per week), working alongside the existing postholder to provide full-time leadership of the service. You will play a key role in ensuring continuity of management, decision-making and delivery across the team.
In this role, you will lead the delivery of neighbourhood traffic and road safety engineering programmes, including direct management of the engineering element of the Road Safety Team, ensuring schemes are evidence-led, effectively delivered, and aligned with council priorities.
Key Responsibilities:
- Lead and deliver programmes of neighbourhood traffic management and road safety engineering schemes.
- Manage the engineering component of the Road Safety Team, including collision analysis and targeted interventions.
- Oversee the design, consultation and implementation of Traffic Regulation Orders (TROs)
- Provide professional advice to elected Members stakeholders and the public.
- Manage staff, budgets, and resources to ensure effective and efficient service delivery.
- Work collaboratively within a job share arrangement ensuring clear communication and continuity of leadership.
Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
Work Style

This role falls into the category of Flexible Worker which means you can expect to work in the following way:
- 2-3 days in the office (pro rata)
- Works both from home and the office, depending on the task at hand.
- Training is provided to help balance work-life and manage time effectively, with an emphasis on communication for team touchpoints and planning in-office days for collaboration.
About You
We are looking for an individual who is passionate about highways, traffic management and road safety, and who can lead a team to deliver high-quality outcomes for our communities.
Essential Criteria:
- Significant experience in highways, traffic or road safety engineering.
- Experience of managing teams and delivering service outcomes.
- Strong understanding of relevant legislation (Traffic Management Act, Highways Act, Road Traffic Regulation Act)
- Experience of delivering transport or traffic management schemes.
Desirable Criteria:
- Professional qualification (e.g. CEng, IEng, CIHT or equivalent)
- Experience working with elected Members and public consultation processes.
