About the Role

The Liverpool City Region Combined Authority is committed to creating the most accessible transport network in the UK—and we’re looking for an Accessibility Lead to help make that ambition a reality.

Reporting to the Accessibility & Inclusion Manager, this role will lead the commissioning of infrastructure improvements and network-wide projects that remove barriers to access and improve the passenger experience for all. From physical upgrades to digital and financial solutions, you’ll ensure accessibility is embedded across every aspect of our multi-modal transport network.

You’ll work closely with underrepresented communities, delivery partners and internal teams to shape inclusive services that reflect the needs of our diverse population. Acting as LCRCA’s expert in Transport Related Social Exclusion (TRSE), you’ll bring insight, innovation, and challenge to ensure our transport offer is equitable, future-ready and is a national leader in best practice.

This is a strategic and delivery-focused role with real impact. You’ll oversee project commissioning, funding, stakeholder coordination working alongside project delivery colleagues - ensuring improvements are delivered on time, within budget and with measurable outcomes that will make a difference to the overall accessibility of our network.

About the person

You’re a confident project lead with a strong grasp of accessibility challenges and a passion for inclusive transport. With experience in infrastructure delivery or service improvement, you know how to turn strategic goals into practical outcomes—on time, on budget, and with measurable results.

You bring credibility in stakeholder engagement, community co-design, and inclusive service development and you’re comfortable navigating complexity, managing competing priorities, and driving change across multi-partner environments.

Above all, you’re motivated by making transport more inclusive, and easier to use for everyone across the Liverpool City Region.

  • Strategic Delivery of Accessibility Improvements: Describe your experience in leading infrastructure or service improvement projects that enhanced accessibility. Include examples of commissioning, budget management, and delivering outcomes to time, cost, and quality standards.
  • Expertise in Inclusive Design and Community Engagement: Provide evidence of your understanding of accessibility barriers and how you’ve worked with underrepresented communities to co-design inclusive services. Highlight how you’ve embedded equality, diversity, and inclusion into project delivery.
  • Collaborative Leadership and Stakeholder Management: Demonstrate your ability to build trust and influence across internal teams, delivery partners, and external stakeholders. Show how you’ve navigated complex environments while maintaining a clear focus on customer needs and long-term impact.
