We are looking for someone who has experience in the field of private sector housing, in particular experience relating to empty and derelict homes and the Housing Act 2004 to join our dedicated Safety and Wellbeing team to help transform empty homes into safe, liveable properties.
In this role, you’ll work with landlords, agents, and homeowners to enforce housing standards, support grant delivery, and reduce the negative impact of derelict or vacant housing. You will be responsible for leading on bringing empty homes back into use, inspect properties under housing legislation, and assist with energy efficiency initiatives, along with:
<ul>
<li>Investigating complaints about housing conditions, unlicensed HMOs, and tenant harassment or illegal eviction.</li>
<li>Carrying out inspections under the Housing Health and Safety Rating System (HHSRS) and assess eligibility for loans and grants.</li>
<li>Enforcing housing legislation and preparing statutory notices, prosecution files, and evidence for court or tribunal proceedings.</li>
<li>Leading on identifying, surveying and assessing long-term empty homes and developing strategies to bring them back into use.</li>
<li>Collaborating with property owners, managing agents, developers and partner organisations to secure funding and facilitate reoccupation or redevelopment.</li>
<li>Overseeing enforcement actions including Empty Dwelling Management Orders, enforced sales, and derelict property remediation.</li>
<li>Supporting energy efficiency projects and initiatives promoting warm, low-carbon homes.</li>
</ul>
This is a dynamic opportunity for someone with strong knowledge of housing law, enforcement experience, and a passion for improving the lives of residents and the quality of housing across the district. It is essential that you have a strong understanding of housing legislation, guidance, and policies, along with:

<li>Solid IT skills and working knowledge of information and financial systems</li>
<li>Ability to obtain and analyse evidence, prepare accurate reports, and make sound decisions</li>

We are looking for a dynamic and experienced Estates Manager to oversee the management of our commercial, industrial, and other non-residential properties. Primarily you will be providing strong commercial management, ensuring properties are managed to best effect. This role involves overseeing transactional matters related to acquisition, disposal, and valuation of properties, including commercial landlord and tenant issues. Key Responsibilities:
You will be responsible for overseeing the undertaking of valuations of land and property for various purposes including acquisition, disposal, and rent reviews, along with:

<li>To undertake legal work involving planning and highways matters including as necessary negotiation and drafting in connection with planning (s106) agreements and unilateral undertakings and highways (s38/278) agreements and associated agreements to include enforcement of these agreements.</li>
<li>To have good working knowledge of the National Planning Policy Framework; local plans; neighbourhood plans and consultations, listed building, conservation area, affordable housing and Suitable Alternative Natural Greenspace (SANG) land.</li>
<li>To be able to direct officers in the preparation of policies and strategic planning matters.</li>
<li>To undertake planning appeals, judicial reviews and strategy work.</li>
<li>To understand, draft and advise on Biodiversity Net Gain.</li>

<li>To provide specialist legal advice to elected members, Chief Officers, senior managers and officers as part of a team of lawyers.</li>

<li>Ensure that work is completed within set timescales or to client requirements and where applicable in accordance with time limits imposed by statute, courts and the Planning Inspectorate.</li>

ABOUT THE ROLE
We are looking for an ambitious CCAB or CIMA part qualified professional to join our Finance Business Partner Team. Reporting to the Finance Business Partner (Support Services), the main responsibilities of the post holder will be to:

ABOUT YOU
The successful candidate will:

Tonbridge and Malling Borough Council is going through change and this is an exciting time to join the planning team. Our track record in planning and development has delivered a progressive approach to growth and economic investment, balanced with preserving the heritage and natural quality of the Borough. We are currently experiencing significant interest in investment across the Borough which is resulting in a range of planning applications for new housing, commercial and employment development.
The Role:&nbsp;
As a Senior Planning Officer you will have the opportunity to become involved in varied and challenging casework focusing on larger housing and commercial applications, as well as providing support and advice to both colleagues in other departments and Elected Members to deliver the Council’s priorities. You will also be required to provide excellent pre-application advice to applicants, developers and architects.
Ideally you will have experience of not only managing a casework of challenging planning applications, but have also been involved in negotiating s106 agreements and presenting at Committees.&nbsp; Experience of hearings and public inquiry appeal work is also preferable.
The Council receives a broad variety of proposals across the Borough, with wide ranging opportunities for development, along with many high-level constraints providing interesting challenges for decision making.

What we are looking for:
You should possess enthusiasm, be well motivated and have excellent communication skills. You should possess a relevant degree and an RTPI accredited Post Graduate Degree in Planning. Eligibility for membership of the Royal Town Planning Institute (RTPI) would also be desirable.
You must be able to demonstrate a high level of experience as a Planner working within a busy Development Management environment, have a high degree of autonomy, independently managing your own workload whilst positively engaging with the wider team and Borough Councillors.
Experience of acting as a witness at public inquiry would also be desirable.
