About the Role

You will join a growing and respected team leading the development of our place-based pipeline of transport projects, who have recently secured £1.6 billion from Central Government to deliver transformational change to the city region.
You will be joining us at an exciting time, with a new leadership in place within our directorate, a new Mayoral term, and a new UK government.&nbsp; Initially your role will be focussed on supporting the development of projects within our transport pipeline, helping those projects and programmes secure relevant approvals and ensuring they best chance of delivery within the funding period.&nbsp; This will include engaging with teams across the organisation, drafting briefings for cabinet members, the Metro Mayor and other key stakeholders and coordinating the Investment and Delivery Directorates external communications, in collaboration with our Strategic Communications and Public Affairs team.&nbsp;

An exciting opportunity has arisen within Guildford Borough Council’s Design and Conservation Team in the role of Senior Urban Design Officer to provide proactive specialist urban design advice and to play a key role in shaping future built development within the Borough.
GBC have adopted two Local Plans over the last 5 years and are just about to embark on a Local Plan update in line with the government’s new plan making process. The existing Local Plan includes a number of very large residential led sites that are still to secure planning permission. Work is also starting on a capacity study in and around the Town Centre that will inform site allocations including guidance on the height and density of development and design coding. To enable the delivery of these ambitions, a highly experienced and qualified Urban Designer is being sought to lead and champion high quality contextual urban design and help shape sustainable development and growth in the Borough.
Working within the Council’s Economy, Planning and Place Service, the role will involve a stimulating balance of casework and strategic policy guidance, and will include:

<li>Leading in placemaking and urban design across the borough, including newly planned neighbourhoods, housing projects, regeneration areas and town centre projects.</li>
<li>Providing proactive design advice on major PPAs and planning applications, as well as working with developers and their representatives on all matters relating to urban design and the built form.</li>
<li>Providing advice on proposals with significant impacts on the public realm and on environmental improvement schemes.</li>
<li>Evaluating existing guidance and producing up to date guidance and policies.</li>
<li>Contributing to ongoing policy work.</li>
</ul>
Applicants should have a recognised degree/post graduate qualification in urban design, planning or architecture as well as proven professional experience within the urban design field role. Excellent verbal, written and illustrative communication, effective time management and a sound knowledge and proactive use of national design policy, guidance and legislation are all essential. You will also have an ability to build a rapport and working relationship with stakeholders, elected members, consultees, colleagues and local communities. The successful candidate will also need to hold a full driving licence and have access to a car.&nbsp;Membership of a recognised professional body (RIBA, RTPI, RICS) would also be desirable, as would experience of working within a local planning authority or similar agency.
The offices are located by the river Wey, close to Guildford Town Centre, and a short walk from the station. The post also benefits from on-site parking as an essential car user.&nbsp;

Senior Urban Design Officer

Two year fixed term contractThis newly established role aims to secure suitable, affordable accommodation within the private rented sector for Rushmoor residents at risk of homelessness, including Ukrainian refugees and other vulnerable individuals.&nbsp;This role will play a key role in building strong relationships with landlords, managing Rushmoor’s rent deposit scheme, and working closely with key partners to provide long-term housing solutions.&nbsp;By facilitating access to stable tenancies, this role will help reduce reliance on unsuitable and costly temporary housing, such as B&amp;B, ensuring residents can secure safe and sustainable accommodation.&nbsp;This position is instrumental in preventing homelessness, promoting housing stability, and fostering community integration.<h4>Main Responsibilities</h4><ul><li>Develop and maintain strong partnerships with private landlords and letting agents to secure accommodation for people at risk of homelessness.</li><li>Administer and manage Rushmoor’s rent deposit scheme, ensuring efficient allocation and recovery of funds.</li><li>Support applicants in securing affordable and sustainable tenancies</li><li>Negotiate tenancy agreements to ensure that they are compliant with current legislation</li><li>Work closely with the housing team and support services, to prevent homelessness</li><li>Provide financial guidance to tenants, helping them manage the financial aspects of their tenancy</li><li>Help tenants set up their tenancies by signposting to relevant agencies and charities for help. In the case of vulnerable tenants provide more intensive support</li><li>Monitor tenancy sustainment and intervene where necessary to prevent eviction. Accommodation and Tenancy Officer

Community Cohesion and Integration Officer

We are looking for someone to join our Place Protection team, working with a variety of council service areas, to help improve the feelings of safety within our community and to ensure compliance is monitored and maintained.&nbsp;This involves engagement with members of the public, partners, and other services, as part of a high profiled uniformed patrol.The role will contribute towards tackling antisocial behaviour, investigate and resolve enviro-crimes (fly-tipping, graffiti, un-taxed or abandon vehicles etc), homelessness related issues and parking contraventions within council owned car parks.&nbsp;Early intervention and engagement are required in certain situations, in addition to the use of delegated powers.&nbsp;The officers will need to adhere to local policies and legal guidance, to gather, handle and prepare evidence for certain offences, by obtaining photographs, compiling witness statements, conducting interviews, including interviews under caution. Where appropriate to prepare for and/or attend court.&nbsp;Liaising with both internal colleagues and external partnerships such as the Police, housing associations, other government bodies etc, is also required.<h4>The ideal Candidate</h4>The successful candidate must demonstrate excellent communication and interpersonal skills, with a strong customer service background.&nbsp;They must be friendly, enthusiastic, hardworking and a team player, to provide a high-quality service in a flexible manner.&nbsp;Being able to take responsibility of their own workload is essential in addition to good literacy, numeracy, and IT skills. Full training, (including CSAS Accreditation), uniform and equipment is provided.&nbsp;The successful candidate will be required to undergo a DBS check.Applicants must hold a full UK driving licence.&nbsp;You will be required to work an average of 37 hours per week including weekends, on a rota basis, covering the hours of 7am – 9pm Monday – Sunday.
