About the role
The LGA has a strong track record of securing positive policy outcomes for local government in the areas of housing, planning and homelessness. In this role you will lead a small team to influence and deliver further policy change for the sector through the establishment and maintenance of relationships with central government, councils, parliamentarians and a range of other stakeholders.
Political oversight for this area of work is provided by the LGA’s Inclusive Growth Committee and you will work closely with elected politicians in shaping the LGA’s policy positions and lobbying strategies.
Working with the team you will ensure that the LGA: is at the forefront of policy development and solutions; is engaging with government formally and informally through working groups, consultation responses and&nbsp; preparing elected members for Ministerial meetings; has a strong relationship with key partners and think tanks in this area of policy; is engaging with select committees and MPs on matters of legislation; is communicating &nbsp;its positions&nbsp; in the media; and is actively engaging with our member councils to ensure that the work of the LGA is informed by what is happening at the front line of service delivery.This role is offered on a full-time fixed term contract for one year. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
<h2>About the team</h2>
The Environment and Energy unit is responsible for the policies and programmes related to the Mayor’s ambitions around the natural environment, climate adaptation and his net zero 2030 target.&nbsp;
The Programme Management Coordination team is a cross-cutting team at the heart of the Unit, providing leadership on governance, finance, business coordination, communications, stakeholder engagement, and monitoring and evaluation activities for the Unit. Working closely with the Principal Evaluation Officer and Head of Programme Management Coordination, you will establish a hub of programme and project management expertise for the Unit, providing guidance and implementation support to delivery teams, aligned with GLA’s Portfolio Management Framework.
<h2>About the role</h2>
This role will play a central part in embedding strong programme and project management practices across the Environment and Energy Unit. You will be responsible for supporting the Unit to implement the GLA’s Portfolio Management Framework across the project lifecycle, from initiation through to delivery and closure. You will coordinate programme-level activities such as quarterly reporting, risk register management, and lessons learned reviews, and will work closely with delivery leads to embed standardised, governance and management processes.
You will also lead the mobilisation and business-as-usual implementation of Asana as the Unit’s project management tool. As part of a wider organisational rollout, you will act as the key Asana contact point for the Unit supporting onboarding, coordinating feedback, and helping colleagues adopt new processes.
Collaboration is also key. You will work with internal Portfolio Management Office functions as well as wider teams like the Good Growth Coordination team, Digital Experience Unit, and Corporate Governance and Performance, helping align approaches and share learning across the organisation. This is an exciting and varied role that offers visibility across a broad range of environmental and energy programmes, while shaping the systems and practices that underpin successful delivery.
<h2>What your day will look like</h2>
<ul>
<li>Supporting the development and rollout of standardised project and programme management tools and approaches, ensuring alignment with the GLA Portfolio Management Framework.</li>
<li>Providing flexible programme and project support across the lifecycle of a diverse portfolio of environment programmes, including planning and initiation, monitoring and evaluation planning, setting up governance structures, ongoing reporting and risk reviews, and closure.</li>
<li>Compiling and maintaining an overview of programme-level risks, issues, and lessons learned; analysing trends and feeding into corporate reporting and continuous improvement processes.</li>
<li>Coordinating the mobilisation and ongoing use of Asana for project tracking and reporting across the Unit, supporting colleagues to adopt new processes and proving day-to-day support after mobilisation.</li>
<li>Providing secretariat support, coordination, and progress tracking of the Unit’s internal Equality, Diversity and Inclusion (EDI) work programme.</li>

What you will be doing
<ul>
<li>Leading the Housing Policy and Enforcement team, managing officers and external contractors to deliver the Council’s housing priorities.</li>
<li>Developing and delivering the Council’s Housing Strategy, Empty Homes Strategy, and Private Sector Housing Grant and Enforcement Policies.</li>
<li>Supporting and enabling affordable housing delivery through strategic partnerships with Registered Providers, Homes England and health sector organisations.</li>
<li>Driving improvements in private sector housing, including the use of enforcement powers, licensing schemes, and grant delivery (e.g. Disabled Facilities Grants).</li>
<li>Overseeing the development and consultation of housing policy, ensuring plans are evidence-led and responsive to local need.</li>
<li>Managing housing data, needs assessments and monitoring performance against key targets and national indicators.</li>
<li>Representing the Council at regional forums and working groups, such as the Kent Housing Group Strategy and Enabling Sub-Group.</li>

What you will bring to the role

<li>Educated to degree level or equivalent experience in a relevant field.</li>
<li>Full driving licence and access to your own vehicle.</li>
<li>Strong strategic thinking and the ability to analyse housing needs across a wide range of community groups.</li>
<li>Proven success in housing policy, strategy, enabling and/or private sector housing enforcement.</li>
<li>Substantial experience in managing projects, teams and partnerships in a local government or housing setting.</li>

You will ensure that rent charges are invoiced in a timely manner and monitored for non-payment, instigating appropriate recovery action where necessary.
