An exciting opportunity has arisen to join Burnley Council’s Development Management Service as a Senior / Principal Planner. You will work as a senior member of a team to deliver a highly efficient and responsive planning service that promotes sustainable growth.
The post is career graded. The advert invites applications from people who have significant planning experience at officer level and would like to further their career at a senior level to people who have significant experience and knowledge at a senior level who can work at a principal level.&nbsp;

You will have a detailed knowledge of the planning process including experience of dealing with major and complex planning applications and planning appeals. It is essential you have excellent negotiation skills including the ability to resolve conflict.
For appointment at Principal Level, it is essential you have a degree in Town Planning, or equivalent, with relevant planning content.&nbsp; It is also essential you have experience of negotiating with developers on development proposals, including negotiating s106 agreements.
For both positions you will be a mentor to less experienced members of the team.

Our Planning Enforcement team investigates all reports of alleged breaches of planning control which is a critical role within the Planning team and the wider Council.

The Role:
As joint Head of City Planning Policy, you can make your own powerful contribution to Westminster’s success. This is a rare opportunity to lead city-wide planning policy development in one of the most complex, high-profile urban environments in the world. Working as part of a flexible job-share (three days per week), you will shape the long-term physical fabric of Westminster – from iconic landmarks to distinct neighbourhoods – ensuring that our planning policy framework supports the city’s evolving needs, communities and strategic goals.
You will lead on the development and implementation of key planning workstreams, including supplementary planning documents, neighbourhood planning, planning evidence and monitoring (such as the Authority Monitoring Report and Annual Affordable Housing Statement), and the Council’s response to national, regional and London Plan policy reform. While the other half of the job-share leads the full review of the City Plan (Westminster’s Local Plan), you will have substantial involvement in the project, maintaining a practical, detailed understanding of progress to ensure continuity and support across the full policy programme.
You will provide strategic advice and direction to Members, senior officers, and partners – helping to shape Westminster’s corporate position on major planning issues. Your work will be critical in supporting the Council’s leadership, including engagement with residents, businesses and visitors in the development of spatial, environmental and neighbourhood planning policies. You will also prepare and present Westminster’s responses to planning policy changes – including consultations led by the Government and the Mayor of London – ensuring alignment with council priorities and contributing to shaping wider policy direction.

About the Role
Are you an ambitious planning professional looking for a new role for the new year? This could be the opportunity for you.
This is a key role, in the service. The primary function of the job is to manage the Council’s Planning Enforcement and trees team and to assist the Head of Planning in the delivery of the wider service.
The team is currently fully staffed with permanent team members, and comprises of 4 Enforcement Officers and a tree officer.
We’re looking for an experienced planning professional who has the knowledge and interest to carry out this key specialist role. The ideal candidate would have practical experience of complex enforcement and some management or supervision experience, though we are keen to hear from candidates with a wide range of planning experience. In particular we need someone with strong communication and negotiation skills and a customer focused approach.
About You
The successful candidate should be an effective manager of people and resources as well as a good negotiator. You’ll lead on complex and interesting cases while managing an experienced and well skilled team.
Personal qualities are just as important as professional skills. The successful candidate must work in a highly collaborative way with other functions, be persuasive while respecting the views of others, possess tact and diplomacy, be resilient and handle stressful situations well.
