Chelmsford City Council are recruiting a Senior Building Control Technician to work within our Building Control Services Team.
The Senior Building Control Technician will provide technical support to the team manager and Building Control Officers which will include registering and validating the different types of applications that are relevant to the functions and activities of Building Control Services. The successful applicant will provide frontline support to external customers and their agents in relation to the submission of building regulation applications, initial notices, and demolition notices.
The successful applicant will also be responsible for raising invoices for building control charges and be able to answer general queries from customers either on the phone or by e-mail. Additional duties include assisting the team manager in the maintenance of the ISO 9001 Quality Management System and the preparation of reports for statutory returns.
The post holder will need to possess a good technical aptitude which will include the ability to examine, interpret and measure architectural drawings to calculate floor areas and the correct financial charges. They should also be familiar with invoicing processes and have experience in using software for document processing and management systems. Prior experience in using GIS systems is beneficial.
This is a customer facing role, so you need to be able to communicate clearly, confidently, and tactfully with a range of people. You should be highly motivated and be able to work on your own initiative and with other members of the team to provide a customer focussed service. Training will be given for the specialist aspects of the role and the applicant will be required to complete a level 3 qualification in building control technical support.

Chelmsford City Council are looking to recruit a qualified HGV Mechanic / Vehicle Technician to work as part of our Operations Services team who maintain the Council's fleet. If you possess a strong mechanical background and want to join a professional and dedicated team, then this could be the job for you!
The role is based at our vehicle workshop at Freighter House. Responsibilities include preparing vehicles for annual testing, performing routine servicing and safety inspections, and carrying out breakdown repairs in accordance with DVSA and Operator Licence requirements. The role also involves MOT testing, roadside assistance, completing detailed service records, and contributing to the safe and clean operation of the workshop environment.
The successful applicant will possess an HGV Class 2 (Category C) driving licence along with City and Guilds Motor Vehicle Technology Parts 1, 2, and 3 (or equivalent). Applicants should be experienced in assessing and prioritising work to comply with deadlines as well as be confident working individually and as part of the team. Previous experience of working on HGVs is desirable but not essential as training will be provided as appropriate.
 The post holder will be required to work 37 hours a week Monday to Friday. Flexibility is crucial within this role.

HGV Mechanic / Vehicle Technician

We adopted our current Local Plan in May 2020 and started a review of it in 2022 which is now approaching the submission stage. We are currently seeking to recruit a suitably qualified and experienced Local Plan Programme Officer to support the submission and independent examination of the new Local Plan.
Initially, the post holder will work with Spatial Planning Services to support the submission of the Local Plan anticipated in late 2025. They will work directly with the Local Plan Inspector (appointed by the Government’s Planning Inspectorate) to support the independent examination. The Local Plan Programme Officer will be responsible for ensuring that the examination is organised and managed efficiently. The position involves dealing with the public and professionals from a range of disciplines. The successful applicant will be the key contact between the Local Plan Inspector, City Council, members of the public, and other groups and organisations with an interest in the independent examination.
The post holder will have experience of Local Plan examination processes and procedures, possess excellent IT, communication, and organisational skills, and will have completed Relevant Planning Programme Officer Training.
Interviews are currently scheduled to take place weeks commencing 7th and 14th July 2025.

This two-year post is ideal for someone looking to start their legal career in local government. The apprentice will assist legal staff with a range of duties, including legal research and advice, drafting documents, managing casework, supporting client care, and providing administrative and business support. All legal work is managed through a digital case management system, so confidence with digital tools is essential. The successful applicant will attend the Council’s offices in Chelmsford on most working days, with one day per week allocated for off-site study.
They should be committed, well-organised, and able to work effectively under pressure as part of a team in a digital environment. A basic understanding of local government, including national and local developments such as devolution and reorganisation in Essex, is desirable.
To be eligible for the Paralegal apprenticeship, applicants can only have limited legal qualifications and cannot have significant experience in a similar role. Those with extensive experience in a Paralegal role are ineligible unless their experience is in a distinctly different legal area with demonstrable new learning opportunities. Applicants must not hold legal qualifications above Level 3, such as a law degree.
