Brent Council has three political groups and is looking for an administrative support officer to support the Liberal Democrat Group (consisting of three Liberal Democrat Councillors) as follows:

<li>To provide efficient and professional administrative support to the Liberal Democrat group at Brent Council.</li>
<li>To support members of the Liberal Democrat Group to work effectively in their role, including accessibility support for members. &nbsp;</li>
<li>To develop a good business relationship and network within the Council and specifically with the Governance and Member Enquiries team.&nbsp;</li>
<li>Working with the Member Enquiries team to resolve often sensitive problems for residents.</li>
<li>Assisting with written communications and undertaking basic research</li>
<li>Acting as the first point of contact for the group, maintaining professional communications with internal staff and external customers, residents and partners by taking responsibility for email/post/telephone queries and handling them as appropriate.</li>

The Person&nbsp;
The ideal candidate will have experience of working in a political environment, a professional approach and agile organisational skills to deal with shifting priorities. You will need to demonstrate awareness of what local government is and does, and the financial, political, and legislative context in which it operates. This is a temporary role to July 2026.&nbsp;
The person must have strong communication skills effectively in (oral and written) as they will be dealing with a wide audience including Council staff, members of the public and other organisations.&nbsp; Excellent interpersonal skills and telephone manners, and the ability to build positive relationships with internal and external partners are all equally important.&nbsp;
The person must be highly organised, be able to manage their workload and maintain attention to detail. The successful candidate will have good IT skills and have the ability to use many computer systems concurrently, as well as the ability to work on their own initiative and take a proactive approach. Basic research skills and minute taking experience is desirable.&nbsp;
You will also be providing practical support to a councillor with visual impairment and her guide dog, so an awareness of disability and reasonable adjustments would be an advantage.&nbsp;

You’ll oversee all aspects of licensing administration, financial tracking, compliance and trader engagement across our busy Markets, Shop Fronts &amp; Street Trading service. From managing a high-performing team to liaising with bailiffs, finance teams and service users, you’ll make sure everything runs efficiently and transparently — with excellent customer experience at the core.

- Oversee all licensing applications, renewals, trader databases and occupancy trackers
- Manage team workflows for trader onboarding, payments, invoicing and enforcement records
- Lead debt recovery tracking, bailiff contract oversight and arrears reporting
- Represent the service at Officer Licensing Panels and support regulatory casework
- Deliver accurate data and KPI reports to service leads and senior managers
- Help design and maintain customer-friendly licensing procedures and digital tools
- Supervise and develop a small team of licensing and finance officers

The Role: Keeping the Wheels Turning
You will be a key player in the operational delivery of statutory licensing initiatives, ensuring the Council meets its obligations for markets, shop fronts, and street trading licenses across the borough. Primarily office-based, you'll be the go-to person for processing applications, managing records, and providing essential support. This dynamic role involves:
- Licensing Administration:&nbsp;Efficiently processing all types of license applications (new, variations, temporary, permanent) for markets, shop fronts, and street trading, ensuring timely and accurate issuance.
- Financial Management:&nbsp;Monitoring payments for market pitch fees and commercial operations, actively recovering arrears, and reconciling daily and monthly income.
- Customer Service Excellence:&nbsp;Being the first point of contact for applicants, traders, and the public, dealing with inquiries and complaints with a high standard of service in person, by phone, and email.
- Data Management:&nbsp;Maintaining accurate records of licenses, payments, trader information (including public liability insurance and certifications), and enforcement actions. You'll also provide statistical reports and manage customer records.
- Operational Support:&nbsp;Coordinating meeting bookings, assisting with HR support (leave, sickness, timesheets, recruitment), and compiling Health and Safety plans.
- Compliance &amp; Enforcement:&nbsp;Assisting in ensuring compliance with legislation, preparing evidence for Officer Licensing Panels and court cases, and liaising with internal and external stakeholders.
This role requires a flexible approach to working hours, including mandatory weekend work and occasional public holidays to meet service requirements.
