What You’ll Be Doing
You’ll be taking the role as our Head of Debt and Financial Resilience for a 12-month maternity cover post. Joining the Council’s Corporate Centre, you’ll be taking responsibility for delivery against one of Camden’s key strategic priorities – ensuring that everyone in Camden gets the support they need to avoid debt and be financially resilient.
You’ll lead the Council’s new Money Advice Camden service. With ca.30 staff and a budget of over £8m, the Money Advice Camden service has three objectives:

To equitably and effectively distribute Camden’s Local Welfare Provision: £3.5m of Household Support Fund, and £2m of our local Cost of Living budget.

To provide data-led, preventative advice services, helping residents avoid and manage debt: Our team of seven Generalist Advisors, four Welfare Rights Advisors and four Debt Advisors identify clients through data-driven outbound campaigns. We aim to reach clients early, preventing them from reaching financial crisis.

To transform creditor practices in the Council, ensuring the learnings from our case work are translated into service and policy change.
Specific responsibilities during this period will include:

You’ll ensure budgets are well-managed and fully spent; that services are accessible and inclusive; that our IT systems work smoothly and data is securely managed; overseeing Members’ Enquiries, Complaints and FOIs; and ensuring that reporting on grant spend is accurate and timely.

You’ll lead on stakeholder engagement with wider Council services; Members and on Money Advice Camden’s relationship with our Camden Advice Network partners.

You’ll join the Equalities and Community Strength division’s Senior Management Team, deputising for the Director where needed.

You’ll have responsibility for proposing delivery plans for Camden’s Household Support Fund and Cost of Living Fund for 2026/27; including working with Members to understand the administration’s priorities.

You’ll oversee the design and delivery of our advice team’s preventative campaigns: using your knowledge of welfare rights and debt issues to ensure the team is tackling the key issues facing our communities.

You’ll work closely with colleagues in Revenues teams across the Council; understanding the pressures incomes teams are under and how creditor practice can work in the interests of both our clients and the Council’s financial stability.

You’ll lead on high profile cash transfers pilots – Camden's Family Hubs Pregnancy Grants pilot with Nesta; and our Personalised Budgets pilot with Greater Change; including overseeing delivery, stakeholder engagement and evaluation phases.

The right individual will be able to demonstrate a track record of strategic planning and the delivery of high-quality customer focused services particularly in areas related to debt, advice, income maximisation and customer services.
The post holder will have a strong understanding of digital, technology and data perspectives as well as experience of working across multiple projects in order to join up different strand of work and inform service redesign.
You will be a strategic thinker, helping leaders adapt to changing circumstances while keeping hold of a clear sense of purpose and direction. You will feel confident to challenge how we do things and develop creative solutions.
Excellent understanding of relevant legislation, statutory guidance and national policies relating to debt and welfare. Strong attention to detail and ability to work to tight deadlines. A committed work ethic and the ability to operate with integrity.
You will also have significant experience in developing positive relationships with multiple stakeholders to build support and influence thinking and decision making. The ability to work across multiple projects that have delivered new products and developed services at different stages of the delivery cycle is also key.
