About the team
This is an exciting opportunity to lead and shape Hertfordshire’s Supported Living offer for adults with learning and/or physical disabilities. As Commissioning Manager, you will play a crucial role in strengthening the market, driving best practices, and ensuring personalised, sustainable support for our communities.
You will be joining an experienced and ambitious team of Strategic commissioning managers and officers, committed to enabling extraordinary people to live fulfilling ordinary lives and achieve personalised outcomes and aspirations, reflecting Hertfordshire County Council’s Connected Lives commissioning principles
About the role
Your portfolio will include:
- Procurement, contractual oversight and development of Services
- Developing strong partnerships and information sharing with health and social care stakeholders including operational social work teams, brokerage, Integrated Care Boards (NHS), Children’s Services, the Mental Health Trust.
- Taking forward specific projects, including Supported Living contract handbacks, re-provisions, de-registrations, funding bids/business cases and demand forecasting and modelling.
- Managing contracts throughout their term ensuring performance, quality, and value for money.
- Being the subject matter expert for your work area and be a powerful advocate for disabled adults and where appropriate, the market.
- Support other commissioning projects, as requested, by the Community Commissioning for Disabled Adults.
You will be at the forefront of embedding Hertfordshire County Council’s Connected Lives vision into commissioning practice, ensuring flexible and person-centred models of care for disabled adults and their carers.
Key to your daily work will be the relationships you will build with key stakeholders including experts by experience, operational (Social work) colleagues, market care providers and NHS partners to promote quality and mitigate financial challenges facing the system. You will deliver robust quality assurance oversight and transformation of Supported Living Services, including new service developments and new service models.
About you
Essential
- Experience in commissioning social care within the public sector.
- Strong knowledge of national policy related to Supported Living for disabled and autistic adults.
- A passion for equality, diversity, inclusion, and co-production with Experts by Experience and their carers.
- Ability to independently plan and deliver a complex work programme while managing priorities effectively.
- Exceptional problem-solving skills, with a track record of applying creative strategic commissioning models.
- Excellent communication and negotiation skills to engage stakeholders and drive impactful change.
- Strong contract management expertise, ensuring performance, quality, and financial sustainability.
Desirable:
- Experience commissioning for disabled and autistic adults.
