We’re looking for a vibrant, organised and motivated Capital Programme Officer to join our passionate Early Years and Childcare Team. From supporting major developments to improving and expanding much-loved community childcare spaces, you’ll be central to helping us give every child the best possible start in life.
About the role
As Capital Programme Officer, you’ll take the lead on developing, planning, and delivering a range of exciting projects across the Early Years and Childcare landscape. Whether it’s upgrading Flying Start Hubs, expanding existing childcare settings, or creating entirely new provision in response to local needs — you’ll be in the driving seat from start to finish.
You’ll manage capital funding bids, develop strategic plans, consult with local communities and partners, and work hand-in-hand with technical teams, suppliers, and colleagues across the council. From producing detailed project schedules to monitoring budgets and reporting back to Welsh Government, this is a varied, fast-moving role with lots of responsibility — but also lots of support.
This isn’t a role where you’ll be stuck behind a desk. You’ll be out and about, working with communities, consulting with stakeholders, liaising with contractors and helping turn funding bids into beautiful, functional spaces that support early learning and development. You’ll be supported by an experienced, close-knit team — and you’ll be encouraged to bring your own flair and creativity to the table.
About you
You’re an organised and driven professional who thrives in a project environment. Maybe you come from a background in capital project delivery, programme management, regeneration, or community development — whatever your experience, you’re confident managing budgets, timelines, and stakeholder relationships.
You’re someone who sees opportunities where others see obstacles. You’re a strong communicator, a great collaborator, and someone who’s not afraid to take the initiative. You’ll need to be comfortable with both the bigger picture and the finer details — whether that’s shaping strategic project plans or chasing up the final tweaks before a grand opening. Most importantly, you care about making a difference. You want your work to mean something.
