Job Title: Senior Highways Officer
Location: Hybrid working with base at Hertford & Stevenage
Salary Range: £38,296 p/a + £2,182 market enhancement with the opportunity to progress to £42,503 p/a + £2,036 market enhancement (Level 11) or £43,516 p/a + £3,033 market enhancement with the opportunity to progress to £48,587 p/a + £1,804 market enhancement (Level 12)
Hours: 37 per week
Contract: Permanent

This role is a fantastic opportunity for an individual with relevant experience to broaden their knowledge in the transport sector where you will be considering the impact of new development proposals, including strategic development and local schemes.
Purpose of the job:
- Evaluating and reporting upon the transport implications of planning applications
- Negotiating with developers and their consultants on contributions to transportation infrastructure
- Ensuring other team members and key stakeholders are involved/consulted as early as possible, creating positive working relationships both internally and externally
- Representing the Highway Authority at planning appeals, including supporting team members at Public Inquiries and Local Plan Examination Inquiries;
- Mentoring other staff members (Level 11) or managing at least one other staff member (Level 12)
- Assisting the Head of Development Management to deliver various projects taking a lead on larger scale projects (Level 12)

This position is key in delivering Hertfordshire’s vision of a cleaner, greener and safe environment. It embraces the principles of Hertfordshire’s Local Transport Plan 4, as well as national planning policies, to ensure high quality transport infrastructure is implemented as part of new developments. The role is varied, and you will have the opportunity to broaden your skills through training and development to support your progression in the highways sector.
Technical skills and qualifications required for the role:
For Levels 11 and 12:
- A good depth and breadth of technical knowledge in the Highways sector, or hold a degree in a closely related discipline
- An understanding of transport related and regeneration issues, in particular knowledge of good practice national design guidance to promote sustainable, accessible and active travel
- Knowledge of the planning process
For Level 12, in addition we are seeking:
- Good practical knowledge of negotiating financial contributions, and dealing with section 106 agreements and section 278 agreements
- Good appreciation of the political and environmental context within which the service operates, demonstrating awareness of the wider implications
