Salary: Band 10 £38,295 - £42,503 per annum
Hours: Full Time - 37 hours per week

About the Property & Investment Team
Property & Investment is responsible for both the existing and future built assets owned by the authority and its land. It oversees the development and construction of major regeneration projects and development in the Portsmouth area. This includes the regeneration of the City Centre, Tipner and the establishment of a pipeline of new development projects that will support the delivery of the Council's priorities for economic growth, particularly in relation to housing delivery. Property & Investment is also responsible for housing delivery through arms length development companies. This is an exciting time to join the Regeneration Directorate.

Your New Role
You will provide successful project management throughout the life of a project from implementation through to and including construction. This will include co-ordinate estimates, monitor and review project costs to ensure completion within agreed budgets. You will also represent the team and the City Council at meetings, to assist and carry out consultations on scheme proposals and to advise Members as necessary.
You will liaise with the project client, project team, consultants, and the general public along with other departments to ensure that the project interlinks as seamless as possible with the existing highway network. You will have strong links with internal and external stakeholders such as external funders and various government departments, ensuring design works and construction of works are to programme and within project budget.
What you'll need to succeed
You will be educated to HND or degree standard in a relevant subject. You will have an appropriate professional project management qualification (e.g., PRINCE2 practitioner level) and membership of an appropriate professional body (e.g. APM) OR have sufficient experience as a Project Manager as this post is intended for post holders who have substantial post graduate experience, are developing their career and have some excellent experience in the industry.
You will have the ability to manage work streams within the built environment and/or regeneration projects from initiation through to successful completion, as well as an excellent commercial awareness and proven success of working within strict budgetary controls, including the analysis and interpretation of financial information.
You will be someone who has excellent interpersonal, communication and written skills and be able to deal effectively with members of staff at all levels and (at a non-technical level) with councillors and the public.
If you have good analytical and problem-solving skill, with an ability to prioritise your workload and manage your time effectively. If you have experience of preparing reports and correspondence, using research and information gathering techniques then we would love to hear from you.
